DRAFT MINUTES of the Parish Council Annual General meeting held on MONDAY 19th MAY, 2014 at 6.30pm upstairs in the Council Chamber, Town Hall.
Present: Cllrs. J. Kerr (Chairman), P. Crawford (Vice-Chairman), P. Shields, A.Wetton, (MDC), J. Allin (NCC), S. Moody, H. Kochanowski, M. Needham, J.S. Dale and M. Ellis.

9126. CHAIRMAN’S REPORT – Cllr. J. Kerr presented his report for his year of office.
Well what's happened in this year, we welcomed some new councillors, Phil Shields, Stacey Dale, and the return of Marian Ellis welcome all, a big thank you to Stacey for all the work he has done for this council. We also had the presentation to Dennis Priest who retired this year after 30 years’ service to this Parish, and who in a strange way inspired me to become a Councillor.
We had of course the sale of the shop which was long and painful but we got there in the end, and it did bring in much needed capital finance to this council, after long negotiations I did manage to get the last of the finances for shop fronts from MDC. to the new owner of the shop and I have to say the shop is looking fabulous, if you have not already seen it go and have a look, we also spent a day cleaning out the area behind the shop, Stacey thanks again for ripping out the old stuff in the shop and getting rid and also getting rid of all the stuff from the back of the car park. This year once again we have donated £4,000 to the carnival, with the big lottery donating £10,000, let’s hope the sun shines. We have had the loss of our long standing and effective PC Wayne Bennett and his replacement has been off with stress since shortly after she started, I have had a meeting with Insp Webster who admitted he was wrong and would be giving us a new P.C. soon and a return to Warsop of PC Dave Booler. Warsop news is breaking even. We have had a very successful audit. Speed cameras on Cuckney Hill, thanks to John Allin.
We have also employed Amanda Cooper for the front desk, and she is doing an excellent job, and all of the volunteers have remained with us, thank you one and all. Most of the offices have paying tenants so not doing bad, could do better and we will keep trying. The government’s tax reduction scheme hit us very hard giving us very little option but to increase the precept.
Last Sunday on the 11th at 11am we had the centenary service of remembrance to mark the start of WWI we had the unveiling of a memorial stone for Lee Bonsall , and a memorial seat for Sgt Robert Bye VC and everyone got involved with the spreading of the poppy seeds .
Finally I would ask councillors please give a little more of your time an expertise to this council thank you all.
Cllr. Kerr told the meeting that he has arranged with Alan Meale MP to locate two pit wheels in Meden Vale.
9127. ELECTION OF CHAIRMAN – Cllr. Dale nominated Cllr. Moody, Cllr. Ellis seconded the motion and it was carried unanimously.
RESOLVED: Cllr. S. Moody – Chairman
The Chairman handed over the chains to the incoming chairman and thanks were exchanged. Cllr. Allin proposed that the Chairman wear his chains at every meeting. It was agreed.
9128. ELECTION OF VICE-CHAIRMAN – Cllr. Kerr nominated Cllr Crawford, Cllr. Allin seconded. Cllr. Kochanowski nominated Cllr. Ellis, Cllr. Moody seconded. A show of hands resulted in 5 for Cllr. Crawford and 3 Cllr. Ellis.
RESOLVED: Cllr. Crawford – Vice-Chairman.
9129. DECLARATIONS OF ACCEPTANCE OF OFFICE - Declarations of acceptance of office of the Chairman Cllr. Moody was signed and witnessed by T. Barlow, The Proper Officer.
9130. CRIME AND DISORDER – No Police present.
Cllr. Kerr had a recent meeting with Insp Mark Webster regarding the motorbike nuisance on Wood Lane with residents, Insp Webster will arrange for the motorbike nuisance team to come down and MDC agreed to match fund it. It was suggested that a letter be sent to the land owners Fitzherbert and Welbeck Estates to inform them and ask for their support in putting a stop to it.
Insp Webster also said to Cllr. Kerr that in hindsight he should not have sent PC Packwood to Warsop and promised a new PC he added that Dave Booler will be back soon. In the absence of a police team, Insp Webster will provide a report, the Clerk is to supply him with a list of meetings.

9133. MINUTES OF PARISH COUNCIL MEETING – Monday 15th April, 2013 accepted as a true record.
9134. TOWN HALL – Quotes are being obtained for repairs to the roof, it has been leaking for some time and the ceiling is falling in. Amanda Cooper is settling in well as Reception Supervisor and is an asset to us. All the volunteers have stayed with us and thanks go to them for supporting us.
9135. WARSOP AND DISTRICT NEWS – Front page will be dedicated to the Carnival and there will be a full page inside about P-Day. Warsop Computers will feature on the front of the Business Focus pages.
9136. P-DAY – Cllr. Dale as Chairman of the poppy group gave a report. The event was a huge success despite the weather and the community turned out in their hundreds to support the day. There was a short service, a 2 minute silence, balloons were released one for each of the fallen in WWI, a bench in honour of Robert Bye VC and a memorial stone for Lee Bonsall were unveiled and Welbeck Estates Band played and the Forest Singers sang a few songs. The Clerk informed the PC that originally Warsop Memorials quoted £250 for Lee’s stone, which the 4 ward councillors were donating £100 from their allowances. However, Warsop Memorials donated the stone and asked that the PC donate £50 to the RBL. The Clerk asked that £100 be donated to the local branch of the RBL and £100 to the Lee Bonsall Memorial Trust. A letter of thanks is to go to Warsop Memorials and Cllr. Dale asked if a letter of thanks could also go to Trevor at Spencers for his donation of sand and bins. It was unanimously agreed.
9137. CARNIVAL – Cllr. Shields reported that the everything is going to plan, all the acts and the music are booked and the event management plan will be finished off soon ready for the next SAG meeting in June to hopefully be signed off. The parade is going to be bigger and better this year thanks to 2 new volunteers joining the committee.
9138. BIG WARSOP – In future this agenda item will be split to have Warsop Youth Club as owners of the Eastwood building to update on its progress. Cllr. Kochanowski had nothing to report about Big Warsop but said that the plans have been drawn up for the building but the access road off Wood Street, the fencing and the car park has to be done first. They are now working in partnership with shine Nottinghamshire to deliver activities and they are working towards providing some during the school holidays.
9139. NEIGHBOURHOOD PLAN – Nothing to report until after the meeting tomorrow. Cllr. Kerr spoke about the amount of empty shops on Sherwood St., the owner has gone into receivership and is not renting them out. Cllr. Wetton gave councillors the name and address of the company and will approach MDC to see if they could buy them. Cllr. Allin also took the details to see if NCC would be interested in buying them. Cllr. Kerr asked if the PC would still like him to carry on as Chairman. It was unanimously agreed.

9146. NOTTINGHAMSHIRE COUNTY COUNCIL – Cllr. Allin told members he has now finished his duties as Chairman of NCC. He spoke of the proposed closure of Warsop fire station and as he is now on the fire commission he will find out the facts and report back, his first meeting is on Friday. There is a consultation document which he urged everyone to fill in. He also suggested if the Police move in there it may help to keep it open. Members raised concerns about the Police moving out of the Town Hall.
The plaque for Robert Bye has still got to be put on his bench.
The speed cameras on Cuckney Hill have caught 11speeding motorists. Thanks to the people of the Parish for getting the petition together.
9147. MANSFIELD DISTRICT COUNCIL – Recently held their AGM and Cllr. Wetton was elected as Chairman, councillors congratulated him. MDC has introduced a rate reduction scheme of £1,000 to help businesses that offer a service. Unfortunately the Town Hall doesn’t qualify but Cllr. Crawford will pursue this.
PC are to put an objection in to this application as the footpath is almost impassable.
