Draft MINUTES of the Parish Council meeting held on MONDAY 21st NOVEMBER, 2011 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.

8696. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on MONDAY 17th OCTOBER, 2011 were accepted as a true record.
The Chairman deferred agenda item 4. Crime and Disorder until the Police could be present and closed the meeting for PP.
PUBLIC PARTICIPATION – He introduced and welcomed Denise Varley, Conservation and Heritage Officer from MDC and members of the public. As there were quite a number of public present who wished to talk about the Draft Church Warsop Conservation Area Character Appraisal and Management Plan which Denise was to give a short talk about, he allowed a 20 minutes question and answer session.
Denise gave her talk and handed out a brief overview of the Appraisal and discussion took place with members of the public and Councillors. She asked that views were sent to MDC in writing.

8697. CRIME AND DISORDER – PC’s Wayne Bennett and Dave Booler gave an update of the crime figures with comparisons to the same time last year. They reported that they had 19 calls to a birthday party at the Hare & Hounds recently which had got out of hand and there are still issues on Clumber Street but the dispersal zone is being enforced. Cllr. Cunliffe asked if something could be about parking issues on Sherwood Street. PC Bennett explained that Police cannot issue parking fines, there are MDC Enforcement Officers who do know there are issues but as soon as they come to Warsop, everyone disappears, so it is difficult for them to catch drivers abusing parking laws. It was suggested that the PC send a letter to the Enforcement Team asking for more visits.
8698. PLANNING & APPLICATIONS
a. Lodge Barn, Sookholme Rd – change to windows + French doors.
b. Land at Oaklfield Ln – Plot substitution of house types.
c. Hangar Hill Drive, Meden Vale – Removal of existing tanks.
d. Connie Club – Outline for residential development & access.
e. Welbeck Farm, Netherfield Ln – (re-submission) outline planning for
32 dwellings - potential s106 agreement.
8699. WARSOP TOWN HALL – Letter received from Tim Slater, NCC Re: dilapidations and has asked for receipts for any spend for refurbishment be submitted for re-imbursement. PC do not have to put in the planning application for windows, Infotech can do it as a tenant, with the owners permission. It was suggested that an application to NCC to ask for funding to pay for the windows. Cllr Kerr told members that revenue funding of £12,000 will be put in MDC budget for the Town Hall.
8700. THE CARRS – Meetings have been held with MDC who have agreed to be more involved and support the Friends Group. 4 new picnic benches have been purchased and MDC have offered to install them free of charge. The de-silting is planned for August next year.
8701. COMMUNITY BONFIRE & SHINE CRT BID – The Chairman congratulated Kev Keegan and the Shine team for another well attended event, the F&GP party recommended that the Parish Council support their CRT bid to the amount of £5,000 match funding. It was agreed unanimously.
8702. WARSOP CHRISTMAS MARKET – Many shops are going stay open late, mainly charity stalls this year due to the new trading license for commercial stalls that had been imposed by MDC of £75 for a one-off event, charity stalls have been exempt this year. It seems that obstacles are constantly being put in the way of organising community events and if MDC insist on enforcing this license it will be the end of this event and the Carnival. The committee made the decision to have artificial trees outside the shops this year, these will be going up soon and all the lights will be switched on the day. Cllr. Allin confirmed that Brook Farm will be providing 2 real trees for the Town Hall balcony and High Street outside Age Concern. It was recommended at the F & GP to increase the PC annual donation of £1,000 to £1,200 to cover the cost of the trees.
8703. MARKET WARSOP PLAYERS CHRISTMAS PANTOMIME – Rehearsals are well underway and tickets are on sale.
8704. MEDEN BATHS – Select 3 have postponed the closure for another 6 months, if Meden School becomes an academy there will be extra funding available.
8705. CARNIVAL – Unfortunately the AGM was postponed due to lack of committee members, however a meeting took place and it was decided that the Lottery funding awarded to the Carnival for other community projects will be given to shine.
8706. WARSOP AND DISTRICT NEWS – Although the December edition dropped down to 20 pages, Tania & Karen have decided to go ahead with a January edition for first time, it will be delivered before Christmas.
8707. CORRESPONDENCE – An email has been received today from Cllr. Dodman offering his resignation due to continued illness. The Clerk will inform MDC Elections office of the casual vacancy.
8708. F&GP MEETING – Minutes were handed to each member, recommendations of the party are to be ratified at this meeting as per the agenda.

8710. NOTTINGHAMSHIRE COUNTY COUNCIL – Cllr. Allin handed a letter to
The Clerk regarding the car park & shop at top of High Street and asked
that she send a reply registering an interest from the PC. Highways are investigating
the issues on Coggins Lane with lorries hitting the corner house.
8711. MANSFIELD DISTRICT COUNCIL – Cllr. Crawford told members that the Tesco planning application will now go in on 19th December. The Clerk asked when the cemetery wall will be repaired, Cllr. Kerr replied that there had been some issues with the insurance claim, as to who was responsible but this is now has been resolved and the work should take place soon.
8712. PARLIAMENTARY BOUNDARIES – Alan Meale MP is of the opinion that this will not go through. The chairman suggested a petition and asked the Clerk to prepare one for the Christmas Market for councillors to get signatures. The deadline for the public consultation ends on 5th December.
