MINUTES of the Parish Council meeting held on MONDAY 20th JUNE, 2011 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. S. Moody
(Chairman), J. Kerr, P. Crawford, (Mansfield District Councillors), J. Allin
(Nottinghamshire County Councillor), H. Kochanowski, K. Smith, M. Cunliffe
and R. Dodman.

8611. ELECTION OF VICE-CHAIRMAN
- Cllr. Moody proposed Cllr. Crawford, Cllr. Allin seconded the motion and
it was carried unanimously.
RESOLVED: Cllr. Peter Crawford – Vice-Chairman
8612. ELECTION OF CASUAL VACANCIES -There are 3 casual vacancies, 1 for the Netherfield ward and 2 for Market Warsop Ward. Expressions of interest have been received from Mrs. Margaret Needham (MW), Mr. William Robin Carter (MW), Mr. David Harrison (N) and Mr. Roger Dodman (MW). It was agreed at a special meeting held on Thursday 16th June that Mrs. Margaret Needham (MW), Mr. David Harrison (N) and Mr. Roger Dodman (MW) be co-opted.
8613. DECLARATIONS OF ACCEPTANCE OF OFFICE – As Mrs. Needham and Mr. Harrison could not be present as they were away on holiday it was agreed that their declarations could be signed in the Clerk’s office before 30th June.

8615. APPOINTMENT OF REPRESENTATIVES
All members were duly proposed and seconded – see separate list.
8616. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on MONDAY 16th MAY, 2011 were accepted as a true record.
8617. CRIME AND DISORDER – There were no Police present, due to PC Wayne Bennett being on leave and PC Dave Booler being on a day shift. Cllr. Allin suggested that an invitation to the next meeting, be sent to the new Inspector Mark Webster. The Chairman stated that in future if they could not be present that they send a report to be read out. The Clerk added that she had received a report for the Warsop News. An email has been received from Notts Police Authority regarding Police Local Priority Survey, The Clerk will submit the Survey from this meeting but if any member wishes to add to it, contact Tania.
PUBLIC PARTICIPATION
1. Adrian Hardy asked why the Carnival banners only have the Rotary logo on
them when lots of organisations contribute to it. He said it looks like it’s
a Rotary event.
2. He also told members that there is a vacancy for school governor at Meden
School.
8618. MATTERS ARISING
OUT OF PUBLIC PARTICIPATION
1. The Chairman replied that he agreed, however, the Rotary club sponsored
the banners at no cost to the Carnival which the Carnival Committee are very
grateful for. The Chairman would like to thank the Rotary club and suggested
the banners for next year have all the sponsors on and they are much bigger.
2. The Chairman stated that this vacancy would be appointed by the local authority.
8619. PLANNING & APPLICATIONS
a. Cleveland Villa, Mansfield Rd – extension.
b. Vila Rosa, 3 Netherfield Ln – single story side extension.
c. Inglenock, Netherfield Ln – Detached garage to the rear.
d. Welbeck Farm, Netherfield Ln – outline for 35 dwellings.
e. 19 Rectory Rd – rear extension.
f. 18 Sherwood St – change of use from retail to café.
g. 20 Hamilton Dr – single storey rear extension.
h. Enterprise Inns plc – Talbot - timber framed smoking shelter.
i. Former Wood Bros – resubmission.
Cllr. Allin raised concerns about d. and requested the Clerk ask for more
information. He added that the Wildlife Trust had put in an objection.
8620. WARSOP TOWN HALL
– Cllr. Kochanowski gave an update stating that
The F&GPWP recommended that the PC accept the £12,500 offer from
NCC for the dilapidations. Although all members were very disappointed they
agreed it was better to accept the offer rather than spend money on a legal
battle. She added that we are now picking up bits of sundry income but have
not heard anything more from the Police, so she will chase them up. She added
that the Lottery bid has now been submitted. Cllr. Crawford has a meeting
later this week to discuss our business rates.
8621. FLAG POLE AND FLAG – The Chairman tried to fly the flag for the Royal Wedding but the pole is too close to the building, it needs a extending and a larger bracket to bring it out further. Cllr. Kochanowski offered to go and see Earl Engineering to get a quote.
8622. MEDEN BATHS – At the special meeting on 16th June the SOS group asked if the PC could support them to purchase bottled water to sell at the Carnival and in local retail outlets with any profit made to go back into community projects. They have asked if we could purchase the water and store it in the Town Hall and for the PC to claim back the VAT. The Chairman said the PC could not purchase the water to claim back the VAT but could store it and support the project.
8623. BIG LOTTERY – The interim steering group are having a marquee at the Carnival to do the final public consultation. The F&GPWP recommended that the Parish Council invoice Mansfield CVS/Community Engagement Fund for the Lottery for Carol’s work on Warsop Web for the Warsop Big Local Page, then pay her on receipt of the money from the fund. It was agreed.
8624. CARNIVAL – It will soon be here, programmes are on sale and new this year, if local groups want to sell them, they can keep 50p per programme for their chosen charity or local organisation. They are also for sale in various outlets in the Parish. The Chairman of the PC will officially open the Carnival.
8625. THE CARRS – Cllr. Allin reported that the de-silting should be done at the end of the year. Friends of the Carrs AGM 5th July, 7.30pm at Unit 2000.
8626. SKATEPARK – Cllr. Crawford recently met with Tim Downes, Parks Manager MDC to bring his attention to the appalling state of the equipment and the general run down state of the whole of the Carr Lane Park. The skatepark is now closed due to the dangerous state of the ramps until repairs can be done. The Chairman asked that it be featured in the next edition of Warsop News. Cllr. Smith suggested it could be a job for Tessa, our junior correspondent. The new pavilion at Carr Lane will start to be re-built soon and the rose garden will be re-planted.
8627. WARSOP AND DISTRICT NEWS – The July edition has been brought forward to enable the Carnival to have one last push. The Chairman thanked Tania and Karen for all their hard work once again.
8628. WARSOP UNITED CHARITIES – A letter from Jean Simmons was deferred from last month, asking for representatives of the PC to join their committee. Cllr. Crawford is already on, Cllr. S. Moody was proposed and seconded to join him.
8629. CONNIE CLUB CAR PARK – There still have been no takers for permits from businesses except one. Cllrs. Crawford & Kerr will go round the shops.
8630. TESCO - Cllr. Crawford reported the plans would go in front of the planning committee during 2nd week in July and 5 objections have been received.
8631. INTERNAL AUDIT year ending 31st March 2011 – Barrie Woodcock has completed the audit with no recommendations. Copies of the accounts were handed to each member, the F&GPWP recommended they be accepted. It was agreed.
8632. ANNUAL RETURN –
The external audit needs to be completed by 1st August.
a. Accounting Statements – Approved with 1 slight alteration.
b. Annual Governance Statement – Approved
Copies of the Annual Report were handed to each member. It was agreed that
the Chairman’s report would be given at the AGM and not the Annual Parish
Meeting.
8633. RISK ASSESSMENTS – It was unanimously agreed that the PC risks assessments remain unchanged but the Town Hall risk assessment need to be included, Cllr. Crawford is seeking advice from MDC and this will be discussed in more depth at the next F&GPWP meeting.

8636. NOTTINGHAMSHIRE COUNTY COUNCIL – Cllr. Allin reported the good
news that the Fire Authority has recommended that Warsop & Edwinstowe
Fire Stations are to remain open. The Market Cross area is now finished with
a seat and garden. Welbeck Colliery pit site has suffered a blow, now the
Government has taken away the feed-in tariff. MO3 who were due to have a large
area of the site for PV panels has now withdrawn. Hopefully the site is still
on track for employment. Spion Kop is soon to get a permanent interactive
sign. Alan Meale MP is still pursuing the removal of the speed humps on Sherwood
Street but NCC have said it is very unlikely that the situation would change.
Eastlands Lane/A60 is being looked at again.
8637. MANSFIELD DISTRICT COUNCIL – Cllr. Kerr told the meeting that Cllr. Crawford was now the new Chairman of Licensing at MDC, all members congratulated him.
