MINUTES of the Parish Council meeting held on MONDAY 21st JUNE, 2010 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. S. Moody (Chairman), E. Hill (Vice-Chair), P. Crawford, S. Shields, (Mansfield District Councillors), and J. Allin (Nottinghamshire County Councillor) D. Priest, J. Heald and B. Smith.
PC Dave Booler, PCSO Sarah Gilbert, Eve Schubert & Rob Routledge MDC, members of the public and CHAD reporter.
Apologies: Cllrs J. Kerr, A. Wetton (Mansfield District Councillors) and M. Kavanagh. Jeremy Regan, MDC.
The Chairman opened the meeting, welcomed newly co-opted member Halina Kochanowski and invited her to sign the Declarations Book.
8401. DECLARATIONS OF ACCEPTANCE OF OFFICE – Cllr. Kochanowski signed and was witnessed by Tania Barlow the Proper Officer.

8402. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8403. APPOINTMENT OF REPRESENTATIVES – The list was amended and the Town Hall Management Committee was added. It was noted that there are no school governors for either Sherwood, Birklands or Meden.

8404. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council being the Annual General Meeting on MONDAY 24th MAY, 2010 were accepted as a true record.

8405. CRIME AND DISORDER – An update was given by PC Dave Booler and PCSO Sarah Gilbert, they highlighted that crime figures are generally down on last year but there has been an increase in fires, they are addressing this problem and the youth anti-social behaviour in the evenings working in partnership with the Fire Service, Youth Service, WPC, MDC and Shine to provide more activities for the youth in the evenings and school holidays. We have an extra beat manager, PC Phil Snape, PCSO Gina Fletcher is leaving us for 6 months, she has been seconded to Sutton-in-Ashfield. The Chairman thanked the team for all their hard work and suggested a letter of thanks go to Gina. It was unanimously agreed.

The Chairman closed the meeting to allow:

PUBLIC PARTICIPATION – Two presentations were given, the first by Eve Schubert, Finance and Revenues Department MDC regarding the budget. The second was given by Rob Routledge, Planning Department, MDC regarding the Core Strategy for the Mansfield District, he also gave out leaflets and has put up display boards in the foyer of the Town Hall. They will also be at the Carnival in the Take Part Marquee.
Several members of the public wished to speak, raising their concerns about issues in the Parish including:
1. Fashion Flair being told that they can no longer supply Meden School blazers, for year 7, they can now only be bought at the Schoolwear Shop in Mansfield.
2. MDC seem to be outsourcing more services and trying to get Warsop Parish Council to precept for them. MDC are taking our council tax but it is spent in Mansfield.
3. Footpaths over farmer’s fields and signage about chemical spraying.
4. Eastlands Lane junction onto A60. A suggestion was made for a speed camera on Cuckney Hill.
5. As our new MP will Alan Meale be involved in saving Meden Baths?

The Chairman re-opened the meeting.

8406. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
1. Cllr Moody replied that he had spoken to Meden School, a letter will be sent from the PC urging them not to take business away from Warsop, it was also suggested that Fashion Flair send a letter to the Chair of Governors, David Mullins.
2. Cllr Allin suggested that WPC look into the possibility of becoming a Unitary Council.
3. Cllr Allin replied that the farmer must reinstate the footpath after planting or ploughing and signage must be displayed after spraying. Cllr Kochanowski added that a diversion order could be applied for.
4. Cllr Allin said that this has been an ongoing issue for many years and still the Highways department say that it does not fit the criteria to make changes. However, he was able to confirm that speed limits are going to be reduced along Cuckney Hill.
5. Cllr Moody answered that Alan Meale MP is working with the steering group.

8407. PLANNING & APPLICATIONS
a. 206 Sherwood St – 2 storey side extension
b. 3 Nethercross Dr – 2 storey side extension
c. 4 Cupar Cl – single storey rear extension
d. Welbeck Colliery – deposit of waste from Daw Mill Colliery
e. 107 Mansfield Rd – 1st floor extension
f. Shaping Futures Nursery – boundary security mesh fencing.
g. 58 Nethercross Dr – single storey rear extension
h. Proposed changing rooms, Meden Vale- non-material amendment
Cllr. Allin commented on d. There would be very little waste deposited on the tip.

8408. WARSOP TOWN HALL – Everything is still with legal but the contracts should be signed soon, as the deadline is 30th June. Cllr. Heald proposed that the PC ask MDC to use our assets to secure the future of the pool. The Chairman pointed out that The Town Hall will be our only asset. No one seconded the motion.

8409. MEDEN BATHS – The Chairman updated members on the progress of the SOS Save our Swimming Campaign. The business case was presented to the Select Commission 1 scrutiny group panel on 7th June and was met with a positive response a copy has now gone out to all 46 councillors. A meeting has been arranged with the Steering Group, MDC & NCC and another with Alan Meale MP and Select 1.

8410. CARNIVAL – As MDC’s premise license was to be discussed, Cllrs. Crawford and Shields are on licensing and left the room. MDC are to remove the Carrs from the license to prohibit the sale of alcohol. The Chairman questioned MDC’s motives to do this 3 weeks before the Carnival when this is the only time the alcohol is sold. MDC suggest that this is to support the recently implemented DPPO. The Chairman pointed out that the DPPO was implemented in August 2009, hardly recent. He added that according the Mayor, MDC are supposed to be supporting the Carnival not putting obstacles in their way. He proposed that a very strong letter of objection be sent to the Licensing Manager, Cllr. Allin seconded and the motion was carried unanimously.

8411. THE CARRS – Cllr. Crawford reported that the plans for the new pavilion on Carr Lane would be available soon.

8412. WARSOP PARISH PARTNERSHIP – The Clerk handed copies of the Action Plan to every member and asked that if they had any comments to email her.

8413. WARSOP AND DISTRICT NEWS – The Clerk reported that the July edition will be 24 pages again featuring a 4 page pull out for Shine & Police with activities for young people. The Youth Council will be advertising POWAR, their awards for best street, best shop etc, and the front page will again be dedicated to the Carnival and SOS Campaign.

8414. TESCO – Nothing to report, planning applications have not yet gone in but The Clerk reported that she had received some letters in support and one against.

8415. CORRESPONDENCE
a. The Local Government Boundary Commission – a copy of a reply to our letter objecting to the new proposal was given to each member.
b. Raynet – A thank you letter for the £100 donation for 3PW.
c. RCA Nottinghamshire – Mobility Strategy – for information.

8416. F&GP MEETING – A short meeting was held previous to this meeting to discuss three s137 applications and The Clerk’s hours.
1. Meden School – 3 Warsop students trip to South Africa – still more information needed with regard to the shortfall of funds.
2. Birklands School – Cllr Moody declared an interest and took no part in the discussion. A request of £570 toward re-surfacing of part of the playground. Members were surprised that they would need to ask the PC as this should be funded through NCC. Cllr. Allin asked that they apply to NCC’s devolved capital fund.
3. Derbyshire Unemployed Worker’s Centre – Last year we gave them a donation of £100 as they were helping Warsop residents, as this is still ongoing they have requested another donation of £100. The Group recommended that it become an annual donation.
4. Clerk’s Hours – The Clerk has again exceeded her hours for May/June by 38 hours and would like to claim for this as it is impossible for her to take it in lieu.

8418. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin expanded on the reduced speed limits which will be coming into force soon and others which will are still being looked at. The new Cross will be in place this week. He also spoke about Meden Vale the Future’s meetings regarding Welbeck Pit, 3 companies are interested in the site which will create employment. He also reported that Central Government have announced massive cuts and it is now not certain that Meden School will be re-built under BSF. A copy of the summary for the LTP was handed to each member for information. A letter Re: Delivery of Local Services by PC. Cllr. Allin suggested we look at this for the future.

8419. MANSFIELD DISTRICT COUNCIL – Cllr. Crawford said there was nothing to report as the meeting is tomorrow night.
