MINUTES of the Parish Council meeting held on MONDAY 15th JUNE, 2009 in the
Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. S. Moody (Chairman), E. Hill (Vice-Chair), J. Allin (Nottinghamshire
County Councillor), J. Kerr, P. Crawford, A. Wetton, B. Lilley (Mansfield
District Councillors), B. Smith, D. Priest, and J. Heald.
PC Dave Booler and PCSO Dee Eyre, Glenn Mears, Fire Service, a member of the
public and CHAD Reporter.
Apologies for Absence: Cllrs. M. Kavanagh, (illness) B. Lilley (MDC) (another
meeting) and S. Shields (MDC) (on holiday).
The Chairman opened the meeting and first of all he congratulated Cllr. Andy
Wetton for being awarded the Rotary Club’s Citizen of The Year 2009.
8229. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The
Chairman drew the attention of Members to the requirement for them to declare
any personal or prejudicial interests related to agenda items. Changes were
made as requested.

8230. APPOINTMENT OF REPRESENTATIVES - Amended and approved.
8231. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting on Monday 18th May 2009 were accepted as a true record.
As there were no members of the public wishing to speak, The Chair did not close the meeting for public participation.
8232. CRIME AND DISORDER – PC Dave Booler talked about the continuing problem of underage drinking and youth anti-social behaviour on Friday nights. Cllrs. Moody, Kerr, Crawford, and Hill told of their experiences when they went out on the beat on a Friday evening, they were all impressed at how our Police Team dealt with the situations as they occurred. PC Booler asked that the Councillors present the top 3 main priorities to him as soon as possible.
8233. TYRE DUMP FIRE
The Chairman welcomed Glenn Mears, Station Manager, Newark and Sherwood Fire
Service to give a report about the recent major fire at the Tyre Dump on Oakfield
Lane. Glenn was the Incident Commander on the Friday night and Fire Teams
from all over the County worked hard to keep the blaze under control. The
Police and ambulance service also did an excellent job working alongside the
Fire Service to keep the situation in control and the community safe. Residents
close to the fire were evacuated for a short time before it was deemed safe
for them to return. On Wednesday Glenn made the decision to pull the engines
out and to leave the fire in a controlled burning state after he was advised
by the Environment Agency that no more water could be used due to the high
pollutant of the tyre residue seeping into the water course. The Fire Service
continues to monitor and re-asses the fire twice daily and they are in talks
with other agencies to find a solution, Councillors agreed that the Parish
Council may need to put pressure on other agencies to reach a conclusion.
Cllr. Smith asked when the Household Waste centre would re-open, Glenn could
not give an indication as it is unsafe at present to open it to the public.
Cllr. Allin gave a vote of thanks to all the emergency services and other
agencies involved in handling the situation professionally and with little
disruption to Warsop.
The Chairman thanked Glenn for attending the meeting.
8234. PLANNING & APPLICATIONS - up to 29 May
a. Assarts Farm – demolish Dutch barn and build new one and cattle shed
No comments were made.
8235. WARSOP TOWN HALL - Cllr. Kerr reported that there had been no developments
since the presentation of the business plan to MDC but he had received re-assurance
from the MD Ruth Marlow that the housing office will be moving in the Town
Hall in due course, he added WPRA would also be moving in soon.
a. Flag Pole & Flag – The Clerk reported that she has received a
new flag and Brian Holland has been approached to re-position the flag pole,
Mike Trinder, RBL told the meeting he will need the fire service to help erect
it and rope the flag. Cllr. Kerr thanked him for his help.
8236. THE CARRS – Cllr. Kerr reported that the 3D drawings for the Heritage Centre will be with the WPRA next week. Various issues were discussed.
8237. MEDEN BATHS – Nothing to report.
8238. WARSOP CEMETERY – No complaints this month, Cllr. Kerr reported that there hadn’t been any meetings due to Sally Curtis having had an operation, he said that since he had been working closely in partnership with her, improvements had been made and less complaints are now received. He wished her all the best for a speedy recovery and asked that the Parish Council send her a thank you letter to that effect. All agreed.
8239. WORKING NEIGHBOURHOOD PARTNERSHIP – Cllr. Kerr reported that the attendance at the last meeting was again very poor, no members of the public, no representation again from health, education or support from MDC. The partnership members agreed that the next meeting will be a closed meeting of the Steering Group, in order to look at the results of the survey and set the priorities of the Action Plan.
8240. YOUTH COUNCIL – Just 6 consent forms had been returned out of a possible 18, other year groups will be approached through school assemblies. Cllr. Kerr and Jeanne Raspin are looking for some funding and will arrange another meeting soon.
8241. WARSOP AND DISTRICT NEWS – The Clerk told the meeting that the July edition is almost finished and revenue is up with 2 extra ½ page adverts and several smaller ones.
8242. WARSOP CARNIVAL - Cllr. S. Moody gave an update and reported that everything was coming together nicely, the Red Arrows have now confirmed the flypast. MDC are providing services but at a cost, this still needs to be negotiated.
8243. CORRESPONDENCE – Thank you letters.
a. WPRA – for the £1,000 for the Christmas Lights and £300
for the rent for
the storage of the market stalls.
b. RAYNET – for the £100 donation for their help on the 3 Parishes
Walks.

Cllr. Kerr wished to thank Tania and Peter for all their work over the year,
ensuring that the accounts are kept up to date and the Council finances are
in order. Cllr. Crawford wished to thank Tania for her good housekeeping and
for preparing such precise accounts ready for the Auditors.
