MINUTES of the meeting of the Parish Council held on Monday 17th November, 2008 in the Council Chamber, Town Hall, Market Warsop.
Before opening the meeting a presentation was made to Barry Snowdon for all
his dedication and hard work, keeping the streets of Warsop clean and tidy.
The Chairman handed him an engraved tankard in way of a thank you from Warsop

8126. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting on Monday 20th October, 2008 were circulated and accepted as a true record.
The Chairman moved Dean Bellingham up on the agenda from item 7. in order that he could leave after his talk. A very informative presentation was given by Dean Bellingham, Principal Policy Officer, MDC about the Strategic Housing Land Availability Assessment (SHLAA), he took questions from members and various issues were discussed. A meeting of the Finance and General Working Party Group will be organised in 2 weeks for the Parish Council to give their comments on suitability and non-suitability of the potential sites for housing.
As there was no public participation The Chairman did not close the meeting.
8127. CRIME AND DISORDER - PCSO’s Karen Pride and Dee Eyre gave their report to the meeting, highlighting that there are still serious problems in Meden Vale (some of it filtering into Warsop) with Youth Anti-Social Behaviour but progress is being made with extra support from Police Officers and the Mobile Wardens. 17 Behaviour Contracts have been issued, 4 arrests have been made and a public meeting has been arranged by Insp. Sam Wilson on Saturday 13th December at 1pm in the new village to discuss the concerns at Meden Vale with a presentation on the Neighbourhood Watch Scheme. They were also happy to report that PC Dave Booler was back. The Clerk gave each member a copy of a letter from Insp. Wilson in reply to the Parish Councils concerns over the lack of policing of the Parish.
8128. PLANNING & APPLICATIONS - up to 7th November

The above were discussed, no comments were made.
Cllr. Lilley told the meeting that the Sandilands planning application had now been passed with conditions.
8129. WORKING NEIGHBOURHOOD PARTNERSHIP – The “YOUR VOICE COUNTS”
survey has now been delivered and the response, so far has been good. It appears,
however that one deliverer has not completed his round and several calls have
been received for people not having received one. It is hoped that more can
be printed to cover the missed streets. Cllr. Moody reported that the AGM
for the Warsop NMT had taken place and the constitution changed, the group
will now be known as Market Warsop Neighbourhoods Team MWNT. The Clerk reported
that the hand over of the Area Assembly to the Parish Council had taken place
and the standing orders had been sent to Ruth Marlow, MD of MDC for ratification,
the appendix to the standing orders has been ratified by the Parish Council.
8130. WARSOP CEMETERY – The Clerk reported that the only complaint received this month was from a lady who lives near the cemetery and leaves from the trees we falling onto her garden, Sally Curtis has been contacted with regard to this matter.
8131. WARSOP AND DISTRICT NEWS – The Clerk told the meeting that the December edition is almost finished, it will again make 20 pages. As there won’t be a January edition, an advertising campaign will be done to try and encourage advertisers outside of the Parish.
8132. WARSOP CARNIVAL – Cllr. Moody commented that there was nothing to report. Cllr. Lilley is still in the process of arranging a meeting with MDC.
8133. WARSOP TOWN HALL – A copy of a letter was circulated to all members regarding the notice to quit by NCC. Cllr Allin assured members that there was no truth in the rumour that the Town Hall will close at Christmas and will not re-open. NCC and MDC are in negotiations and a meeting will be arranged with the Parish Council.
8134. MEDEN BATHS – The Clerk reported that she had sent a letter to Cllr. Eddie Smith, Portfolio Holder for Leisure, MDC and copy Ruth Marlow, MD in, regarding the state of the pool, stating that is not fit for purpose regarding children’s swimming. No reply has been received, to date. Cllr. Crawford said that questions will be asked at the next MDC meeting.
8135. F&GP MEETING – Each member received a copy of the minutes.
270. Cllr. Crawford reported that the party had a recommended a 2 spinal column rise in the Clerk’s Salary due to extra responsibilities regarding Quality Status and the new Area Partnership. Agreed by all members

a. Royal British Legion – letter raising concerns over the damage being caused
by wedding cars and MDC maintenance vehicles parking on the hard
standing at the Cenotaph. Cllr. Allin commented that the MDC vehicle was
parked there as whilst maintenance was done to the area but he willing to see
about a small fence to block it off or some signage.
b. Ministry of Justice – letter advising of the closing of the Churchyard for
burials as there is no more available land.
c. Notts Fire Service – letter advising of the revenue budget and council tax
d. Ian Hewitt Associates – a letter advising of 02 UK Ltd proposal to install
apparatus at the Arqiva Transmitting Station, on Ridgeway.
8138. WPRA/TOWN CENTRE GROUP – Minutes received for information only.
8139. FREEDOM OF INFORMATION ACT – New Model Publication Scheme.
8140. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin gave an update on Highway issues, reporting that works on Sherwood Street have begun, so have re-surfacing works to Bishops Walk and Wood Lane. The Library is now closed due to refurbishment and will re-open in March 2009. Letters will be going out to all residents on Clumber Street regarding the proposed one way system.
8141. MANSFIELD DISTRICT COUNCIL – Cllr. Hill raised his concerns about the Mill Dam, if it is not dredged in the next two years it will be seriously silted up and we will lose it. The silt trap desperately needs cleaning out now and new boards, brackets and bolts need replacing. If we have another storm like last year serious flooding will occur. The Clerk is to write to Ruth Marlow, MDC and the Environment Agency making them aware of the utmost urgency that this be done. Also District Councillors are to arrange a meeting with the Mayor and Ruth Marlow.
