MINUTES of the Parish
Council meeting held on Monday 20th March, 2006 in the Council Chamber, Town
Hall, Market Warsop at 19.00 hours after the Annual Parish meeting.
Present: Cllrs. J. Kerr (Chairman), Cllrs. J. Allin, (also Nottinghamshire County Councillor), R. Morton, S. Shields. A. Wetton (also Mansfield District Councillors), B. Smith, V. Jennings, L. Graham and M. Kavanagh.
Apologies for Absence: Cllrs. P. Crawford (Vice-Chairman), D. Priest and D. Avison and Neighbourhood Wardens.

7534. MINUTES OF PARISH COUNCIL MEETING
Minutes for the meeting Monday 20th March, 2006 were accepted as a true record.
The Chairman closed the meeting for public participation. He introduced Rosemary Whitehouse from Meden Valley Making Places and invited questions from Councillors about the plans for the Royal Estate. The major issue is the compulsory purchase order of the Town Hall car park, as Warsop is already struggling for car parking spaces the Parish Council raised objections to not being consulted on this issue and object to car parking spaces being taken. Rosemary said that Nottinghamshire County Council and Mansfield District Council had been consulted on the issue and they in turned should have consulted with the Parish Council. She also pointed out that negotiations are ongoing and it has been proposed that 10-12 car parking spaces would be left for the Town Hall. Lively discussion followed and Cllr. J. Allin said that he would meet with the Leader of NCC, David Kirkham and report back to the next meeting.

7535. CRIME AND DISORDER
The Clerk read out an email from Insp. Sam Wilson which highlighted the problem with youngsters on High Street, Warsop and the shops at Meden Vale, she is hoping to acquire a device which emits a sound to get them to move on, it can't be heard by people over 21, it will be tested in Meden Vale soon. She also gave an update on the officers in Warsop which now total 5 plus the new PCSO Dee Eyre.
The Clerk then read out the Neighbourhood Wardens report, they are still doing regular checks on the Royal Estate to keep children from the empty properties, they have been out on patrol with Dee and are doing more evening shifts and patrolling as many areas of Warsop as they can. They reported on the recent walk round the problem areas with John Mann MP which went extremely well.
Cllr. S. Shields reported that funding of £900 had been secured for a part-time warden to cover 10 hrs per week in Meden Vale and the surrounding villages.
7536. PLANNING APPLICATIONS

Cllr. J. Allin reported that the WPRA may not need planning permission for the sign to be changed. No other comments were recorded.
The Clerk reported that she had requested plans for a & e
Cllr. J. Allin reported that the Co-op had not put in planning permission for the ramp outside and may have to change it to comply with the regulations of a conservation area.
7537. MEDEN SWIMMING BATHS
Cllr. W. Wetton reported that the campaign goes on. An action group, Warsop Local Strategic Partnership, has been formed with John Mann MP to campaign for a new swimming pool in Warsop. There was a public meeting at the Civic Centre last week regarding the proposed new facilities at Mansfield Woodhouse, the meeting was well attend with over 100 people present, a lot of them not happy with the proposals. A decision has not yet been implemented.
7538. TREES - ROBIN HOOD
Nothing to report. Cllr. B. Smith suggested that the Clerk chase this up again in a couple of weeks if she has not heard anything.
7539. DERELICT BUILDING
AT SIDE OF TOWN HALL
Cllr. J. Allin reported that Elizabeth Sanders, Property Services, NCC is still on sick leave and with Cllr. John Carter also not available he had spoken with NCC Leader, Cllr. Kirkham and at the moment no one has taken up their positions.
The Clerk reported that a letter has been sent to Sally Curtis stating that the Parish Council are only interested in the grass care of the cemetery and would like to know what budget is put aside for Warsop before we can proceed any further. No reply has yet been received.

The Clerk reported that the April 2006 edition is almost completed.

a. Resident from Meden Vale - the Clerk read out the letter which complained about the mess Severn Trent Water had made on the grass verges. Cllr. R. Morton reported that Severn Trent had been out today and made a start to repair the damage.
7544. MEDEN VALLEY MAKING
Each member had been given a copy of an update. No comments where recorded.
7545. MEDEN VALE 2000 - Minutes were circulated to all members for information.
7546. WARSOP AREA ASSEMBLY - No minutes received.
7547. WPRA/TOWN CENTRE GROUP - Minutes were circulated to all members for information. Cllr. J. Allin reported that the Town Centre Group has acquired funding to complete the Town Centre improvements and Spion Kop signs. He also reported that Highways were looking into the safety of the A60 bridge, as it had been hit by lorries several times this month. There is plenty of signage in place to warn lorry drivers but it still continues to happen and causes chaos when it does. The are plans to look at installing a radar beam that measures the height of vehicles, if they are too high, a flashing sign alerts the driver.
7548. NALC - Planning
Seminar including Parish Plans & Town Council
The Clerk, The Chairman and the Vice-Chairman attended the training session. The Chairman reported that it was very informative and suggests that Sue Redfern, Notts Rural Community Council be invited to the next Full Council Meeting to discuss Parish Plans. All members agreed.
The Clerk read out an email from NALC regarding Warsop becoming a Town Council, discussion took place and it was agreed by members not to rush into this until more information is received.
7549. NOTTS. COUNTY COUNCIL
Cllr. J. Allin reported that two of the BBC projects have been accepted: Lighting on Bainbridge Road, the lighting upgrade will now be from Clumber Street to Titchfield Street, and the Lay By at Meden School.
7550. MANSFIELD DISTRICT
Cllr. A. Wetton reported that he had checked up on the progress of the Spion Kop development but still nothing has been decided. Cllr. B. Smith suggested that a letter be sent to the Government Office for the East Midlands to find out why this application is being held up. All members agreed.
Cllr. R. Morton told members that there is a meeting at the Civic Centre tomorrow at 4pm regarding the proposed new leisure facility. .
