MINUTES of the Parish
Council meeting held on Monday 20th February, 2006 in the Council Chamber,
Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. J. Kerr (Chairman), P. Crawford (Vice-Chairman), J. Allin
(Nottinghamshire County Councillor), A. Wetton, (Mansfield District Councillor),
R. Morton (Mansfield District Councillor), S. Shields (Mansfield District
Councillor), B. Smith, M. Kavanagh , V. Jennings and D. Priest.
Also Present: CHAD reporter.
Apologies for Absence: Cllrs. D. Avison and L. Graham and Wardens. Apologies
noted and accepted.

7511. MINUTES OF PARISH
COUNCIL MEETING
Minutes for the Parish Council meeting Monday 16th January, 2006 were accepted
as a true record.
AS THERE WAS NO PUBLIC PARTICIPATION THE CHAIRMAN DID NOT CLOSE THE MEETING.
7512. CRIME AND DISORDER
A copy of an e-mail from Inspector Sam Wilson was given to each member updating
the situation with officers in Warsop, another response officer has been transferred
to Warsop and his shift works the opposite pattern to the other response officer
based at Warsop, therefore the two will provide very good cover. She also
advised that the new PCSO will be hitting the streets soon with an experienced
PCSO working with her.
The Clerk read out the Warden's report which detailed the walk round Warsop's
hot spots with John Mann MP and that large groups of male and female teenagers
who are terrorizing residents around the Bainbridge area are being filmed
and evidence gathered towards prosecution.
Cllr. J. Allin reported that John Mann MP is looking to getting funding for
more Wardens to cover the whole of the Parish. Cllr. S. Shields is also looking
at a small pot of funding from Neighbourhood Renewal to fund another Warden
for just a few hours per week.

7514. MEDEN SWIMMING BATHS
A copy of a letter from Ruth Marlow, Managing Director of MDC, was sent out
to all members in reply to our last letter asking about a current lease. Apparently,
there is no lease and the legal term 'holding over' means they can carry on
as per the old lease. Discussion took place regarding the future of the baths
and Cllr. A. Wetton gave a talk on the history of Meden Baths. The Chairman
stated that MDC should have maintained the baths to a high standard and this
has never been the case, whilst Water Meadows had a massive maintenance budget
and has been maintained to a very high standard. He was also annoyed that
he had not been invited to any of the meetings regarding the future of the
baths, the Parish Council represent the people and should be involved in any
decisions with any issues in the Parish. All members agreed and it was suggested
that a letter be sent to everyone involved in the future of the baths stating
that the Parish Council will continue to campaign to keep a wet facility in
Warsop and that the Chairman be invited to all future meetings, all members
agreed. Cllr. S. Sheilds added that if the facility was to move to Mansfield
Woodhouse, swimming would be taken out of the school curriculum and all the
children in the Parish would suffer.
7515. TREES - ROBIN HOOD
AVENUE
An Investigator from Network Rail has been to look at the overgrown vegetation
and recommended that a hard pruning would be necessary but he needed a tree
expert to come and check the safety of some of the more mature trees before
this goes ahead, it may take some time. It was decided to keep the item on
the agenda.
7516. DERELICT BUILDING
AT SIDE OF TOWN HALL
The Clerk reported that Elizabeth Sanders, Property Services, NCC is still
on sick leave. Cllr. J. Allin stated that he has a meeting with NCC Leader,
Cllr. Kirkham on Wednesday to discuss the matter and will report back to the
next meeting.
7517. CEMETERY
At a recent F&GP meeting it was recommended that a letter be sent to Sally
Curtis stating that the Parish Council are only interested in the grass care
of the cemetery and would like to know what budget is put aside for Warsop
before we can proceed any further. All members agreed.
7518. WARSOP AND DISTRICT
NEWS
It was with sadness that the Clerk had to report that Reg Freeman of the Warsop
Allotments & Leisure Gardeners Association has passed away, she would
be included a small piece in the March edition. All members agreed he will
be sadly missed for all his hard work with the Association, Cllr. D. Priest
suggested a letter of condolence be sent from the Parish Council, all members
agreed.

7521. MEDEN VALLEY MAKING
PLACES
A copy of a report was given to each member. Cllr. J. Allin reported that
he had a walk round the pit reclamation scheme after Warsop Vale Community
Association had asked for a BMX track but after discussions with MVMP and
a survey of the area it was decided that as there are lots of new footpaths
some jumps and ramps could be included. The Clerk reported that the new footpath
would be incorporated into one of the 3 Parishes Walks and be launched on
the day of the walks - Sunday 14th May, the Chad will be informed when final
preparations are in hand.
7522. MEDEN VALE 2000 - Minutes were circulated to all members for information. Cllr. S. Sheilds talked about 2 new seats being sited.
7523. WARSOP AREA ASSEMBLY - Minutes were circulated to all members for information. Cllr. J. Allin talked about the future of Area Assemblies being brought to Town Councils and Cllr. B. Smith asked that the Clerk make enquiries to NALC into Warsop becoming a Town Council. How do we go about it and what benefits are there? All members agreed.
7524. WPRA/TOWN CENTRE GROUP - Minutes were circulated to all members for information. Cllr. J. Allin reported that the Town Centre Group have acquired £30,000 from NCC's BBC initiative and £30,000 from Neighbourhood Renewal, they are now looking for £30,000 from MDC to complete the Town Centre Improvements.
7525. BINGO - RENEWAL
OF GAMING LICENCE
No comments where made. Cllr. S. Sheilds asked for it to be noted that herself
and Andy Wetton are on planning and licensing.
7526. NALC - Planning
Seminar
A training opportunity has been offered to clerks and councillors and it was
decided that the Clerk, The Chairman and Vice-Chairman should attend, this
training would be of particular interest as it features Parish Plans.
7527. NOTTS. COUNTY COUNCIL
Cllr. J. Allin reported that two of the BBC projects have been accepted: Lighting
on Bainbridge Road and the Lay By at Meden School. He will also chase up Bishops
Walk and the War Memorial as these should now be in progress. Cllr. V. Jennings
asked that Cllr. J. Allin be commended for obtained the funding for the two
new projects. Cllr. J. Allin added that he has been out with Highways to look
at dropping the pavements on Jackson Terrace to improve the parking situation.
7528. MANSFIELD DISTRICT
COUNCIL
Cllr. A. Wetton suggested a letter be sent to the Parks Department to ask
why they continue to remove the poppies from our cenotaph when the ones at
Mansfield are still there.
Cllr. D. Priest made a request about tree pruning at Meden Vale, Cllr. S.
Shield asked that it be brought to the next surgery at Melville Court.
Cllr. R. Morton told members that there is a meeting in the Mayors Office
on Wednesday morning regarding Meden swimming baths and John Mann MP will
be there.
7529. DATE OF THE NEXT
MEETING
This will be the Annual Parish Meeting on Monday 20th March, 2006 followed
by a full council meeting.
The Chairman thanked everyone for attending and closed the meeting at 7.30pm
