held on Monday 16th October, 2006 in the Council Chamber, Town Hall, Market
Warsop at 18.30 hours.
Present: Cllrs. P. Crawford (Chairman), M. Kavanagh (Vice-Chair), S. Shields (Mansfield District Councillor), J. Kerr, B. Smith and D. Priest.

7666. DECLARATIONS BY
MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention
of Members to the requirement for them to declare any personal or prejudicial
interests related to agenda items. Declarations remain the same with the addition
of Cllr. P. Crawford – Age Concern. Cllr. B. Smith wished to declare

7667. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting, on Monday 18th September, 2006 were circulated and accepted as a true record. The Clerk commented on minute number 7655. Unemployment Centre Office: That she had received a telephone call from the Job Centre acknowledging our letter and it will be passed on to the correct department.
PUBLIC PARTICIPATION – The Chairman closed the meeting for Public Participation and introduced Adrian Hardy, Warsop Carnival Secretary. Adrian asked the Parish Council for their support for next year’s Carnival which will be held on Saturday 7th July (Sports & Music) and Sunday 8th July Carnival Day, the theme being fairytale, pantomime and cartoon characters.
THE MEETING WAS RECONVENED - The Chairman closed Public Participation and reconvened the meeting.
7668. MATTERS ARISING OUT OF PUBLIC PARTICIPATION The Chairman replied to Adrian’s request that the Parish Council would give their full support as always and will arrange financial support at the next setting of the precept.
7669. CRIME AND DISORDER - Crime and disorder was discussed, a copy of an email from Insp Sam Wilson was given to each member which highlighted a spate of 23 auto crimes in Church Warsop in July & August, once the culprit had been caught, there were only 2 offences in September. The young people congregating in Warsop on Fridays is becoming an increasing problem, Beat Manager, Paul Bacon has been running an operation with the Wardens and PCSO’s to deal with it. On staffing levels Church Warsop, Meden Vale and Warsop Vale will eventually have a PCSO each. She also made comments about the travellers and is looking to see if there are any better ways of dealing with them. The Clerk read out a report from our Wardens Mark and Sam which also highlighted the problems with youngsters on Friday nights and confirmed that they were working closely with the Police on this matter together with the motorcycle nuisance up Oakfield Lane. They also reported that two year ASBO’s have been issued to Natalie and Keeley Dove and other Acceptable Behaviour Contracts have been signed which seem to be having a beneficial affect.

7671. MEDEN SWIMMING BATHS – Cllr. J. Kerr gave a report from the WLSP meeting, Joyce Bosniak spoke about £150 million available for schools and will meet with the Heads of schools to discuss their needs. The new build for Meden School was discussed and plans are to incorporate the new swimming within the school complex.
7672. TOWN HALL - A meeting took place with Halina Kochanowski, the Centre Manager to discuss the financial implications of Warsop Parish Council taking over the Town Hall, a letter has been sent to Christina White, MDC Property Services asking for a meeting as soon as possible to discuss MDC’s position and if they have any plans for the building.
7673. CEMETERY – The Chairman told members he has spoken to Sally Curtis asking for the budget figure, she replied that she didn’t know. Cllr. B. Smith commented that until we know what the figure is we cannot proceed to make any decision on this matter and suggested that another approach be made to Sally Curtis.
7674. WARSOP AND DISTRICT NEWS - The Clerk told the meeting that the November edition of the Warsop & District News is almost finished and passed round the Carnival feature. Deliverers have now been found and there should be no problems with the delivery of the November edition. The Chairman commented that last month’s paper was exceptional and one of the best he had read, he wished to congratulate Tania on all her hard work and told members that the Parish Council are lucky to have her.
7675. PARISH PLAN – Cllr. J. Kerr reported that he is to meet with the Clerk tomorrow to put together a full page regarding The Parish Plan and to incorporate a simple questionnaire to be published in the November edition.
7676. WARSOP UNITED CHARITIES
Cllr. B Smith asked members if anyone would like to come onto the committee, it was suggested that as there were many members not present at the meeting, that all Councillors be asked.
7677. ANNUAL RETURN year
ending 31st March 2006
The Clerk reported that the return has now been completed with no comments or recommendations from the External Auditor.
7678. HALF YEARLY BUDGET
The Chairman reported that at the last F&GP meeting, as everything was looking good for the half year there were no recommendations from the Working Party.

a. Letter from John Mann MP Re: Travellers
Each member had received a copy of the Law regarding Travellers and agreed that this law is complicated and contradicts itself. Insp Sam Wilson has also made comments about the inconsistencies in this Law and is looking into it further. Cllr. B. Smith asked The Clerk to ask Insp Wilson to keep us up to date with any developments.
7678. REMEMBRANCE SUNDAY
Everyone to start gathering on Sunday 12th November at Warsop Ex-Servicemen’s Club (Legion) from 10am. The parade will leave at 10.50am for the service up at the Cenotaph. Warsop Parish Council have provided the band for the parade. The Chairman told the meeting he would not be wearing the chains in a mark of respect to the Veterans and their families.
7679. MEDEN VALLEY MAKING PLACES – Each member received a copy of an update. Cllr. John Kerr commented that progress had picked up with lots of properties now being demolished. The Chairman announced the names of the new developments: Warsop: Kings Wood Park. Warsop Vale: William Wood Park.
7680. MEDEN VALE 2000
– Minutes not received, Cllr. S. Shields will chase them up, she told
the meeting that the Three Lions had received Family Pub of the Year Award,
she asked that a letter of congratulations be sent to them, it was agreed.
7681. WARSOP AREA ASSEMBLY – Minutes were circulated for information only. Cllr. J. Kerr commented that it was a good meeting and well conducted.
7682. WPRA/TOWN CENTRE GROUP - Minutes were circulated for information only. Christmas lights were discussed and the issue of funding to implement the new legislation will be taken up by Mansfield District Council. The Clerk advised the meeting that she will apply for grant towards our lights from e.on Central Networks, there are ten grants of £2,500 and ten of £1,000.
7683. NOTTINGHAMSHIRE COUNTY COUNCIL – In the absence of Cllr. J. Allin there was no report for NCC. The work on the area around the War Memorial would not now be completed before Remembrance Sunday, as the stone has only just been received the work will now take place straight after. A copy of Countylink was handed to each member, The Clerk pointed out a page on Lottery Funding for Community Buildings with the Town Hall in mind. She also told members that she had received an OS Mapping agreement from NCC which she would sign and return.
7684. MANSFIELD DISTRICT COUNCIL – As Cllr. A. Wetton was absent there was no report for MDC.
