MINUTES of the Parish Council Annual General Meeting held on Monday 15th
May 2006 in the Council Chamber, Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. J. Kerr (Chairman), P. Crawford (Vice-Chairman), J. Allin
(Nottinghamshire County Councillor), A. Wetton, (Mansfield District Councillor),
S. Shields (Mansfield District Councillor), R. Morton (Mansfield District
Councillor). B. Smith L. Graham and M. Kavanagh.

7573. ELECTION OF CHAIRMAN
Cllr. J. Allin proposed Cllr. P. Crawford, Cllr. A. Wetton seconded the motion
and it was carried unanimously.

7574. ELECTION OF VICE-CHAIRMAN
Cllr. P. Crawford proposed Cllr. M. Kavanagh, Cllr. L. Graham seconded the
motion and it was carried unanimously.

7575. DECLARATION OF ACCEPTANCE OF OFFICE
Signed and witnessed. The new Chairman, Cllr. P Crawford thanked the outgoing
Chairman, Cllr. J. Kerr and continued the meeting
7576. CHAIRMAN’S ALLOWANCE
The Chairman’s allowance of £250.00 was set as agreed in the budget
– to be donated to a charity of his choice.
7577. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST
The Chairman drew the attention of Members to the requirement for them to
declare any personal or prejudicial interests related to agenda items.

7578. FINANCE & GENERAL PURPOSES WORKING PARTY
a. Members – Same except Cllr. J. Kerr to continue
b. Minutes of last meeting were circulated to members for information. All
recommendations made by the working party were approved unanimously and it
was agreed to transfer the Wood Street fund into the General Reserve Fund.
7579. APPOINTMENT OF REPRESENTATIVES
The list was amended by the members present but may need further adjustments
after consultation with those members not present at this meeting. To be presented
again at the next meeting.
7580. MINUTES OF PARISH COUNCIL MEETING
Minutes for the meeting Monday 24th April, 2006 were accepted as a true record.
PUBLIC PARTICIPATION – As there was no public wishing to speak the Chairman did not close the meeting.
7581. PLANNING APPLICATIONS
a. 31 Bentinck Terrace – 2 storey side extension
b. 21 St Peters Avenue – extension and conservatories
c. Land at Cherry Grove – outline planning for residential development.
Re: c. It was approved that a letter be sent to MDC Planning – asking
why they sent a letter to us asking us to comment and reply within 21 days
when after checking the website today, the decision had already been made.
7582. CRIME AND DISORDER
Each member received a copy of an e-mail from Insp. Sam Wilson highlighting
the increasing problem with youth on High Street, a mosquito device is to
be fitted soon. She advised that we now have another PCSO Karen Pride and
is still hoping to get a third. Motorbike nuisance is on the increase but
measures are being put in place to try to stop it.
Each member received a copy of a report from Mac, Neighbourhood Warden. Members
were angered to hear that Mac has been transferred to Bellamy Road without
consultation, it was agreed that a letter of thanks be sent to Mac for all
his hard work in Warsop, a letter of complaint be sent to the Head Warden
with a copy being sent to Insp. Sam Wilson.
Each member received a copy of a circular from Nottinghamshire Police and
Police Authority regarding the proposed merger of the East Midlands forces
and the commencement of the consultation process.
7583. CORRESPONDENCE
a. Groundwork Re: Maintenance of Bishops Walk railings
The Clerk read out the letter and Cllr. J. Allin stated that it the Parish
Council will need to precept for maintenance costs in next year’s budget,
he also asked that a letter be sent from the Parish Council to Pam Johnson
to thank her for all her hard work with this project, it was agreed.
b. Local Works – Campaign for the Sustainable Communities Bill
Each member received an invitation to a meeting.
The Chairman read out a letter regarding the Head Teacher at Church Vale Primary
attending a social event at No. 10 Downing Street having achieved an award
for raising standards in education.
7584. MEDEN SWIMMING BATHS
A meeting of the Business Plan committee has still to be confirmed by John
Mann’s
office and the next meeting of the Warsop Local Strategic Partnership. It
was agreed
the Clerk get in touch with Rory Palmer.
7585. TREES – ROBIN HOOD AVENUE
The Clerk reported that she still has had no reply from the letter to Network
Rail and Cllr. B. Smith suggested a letter to John Mann MP and it was agreed.
7586. DERELICT BUILDING AT SIDE OF TOWN HALL
Cllr. J. Allin reported that it is in the hands of property services at NCC
and will report any progress at the next meeting.
7587. CEMETERY
The Clerk reported that she had spoken to WAVES who are in the process of
providing MDC with all the information they have requested.
7588. 3 PARISHES WALKS
The Clerk reported that it was a very good turn out on a very wet Sunday morning
116 walkers set out to raise large sums of money for community groups and
charities. Raynet ran the communications with their usual efficiency, the
volunteers were very well organised and everyone had a lovely day. The refreshments
at the Parish Centre were provided by the Parish Council and at Warsop Vale
by Malcolm Sargison Centre. A commemorative mug was donated by Meden Valley
Making Places and The Parish Council also donated £10 to each organisation
that walked, which everyone was most grateful for.
7589. WARSOP AND DISTRICT NEWS
The Clerk reported that the June edition was already underway and had a good
balance of advertising and article content, she also stated that due to holidays
of both herself and the Designer, there would be an August edition of the
paper this year instead of September. The council agreed that the decision
should be made by the Editor.
7590. PARISH PLAN
The F&GP Working Party recommended that the Parish Council proceed with
the Parish Plan provided that funding can be obtained. The Clerk is to get
in touch with Carola Jones at RCC and arrange a meeting with the sub-committee
– Cllrs. P. Crawford, M. Kavanagh, J. Kerr and the Clerk, agreed unanimously.
7591. MEDEN VALE 2000 - Minutes were handed to the Clerk at the meeting.
7592. WPRA/TOWN CENTRE GROUP - Minutes were circulated to all members for information. Cllr. J. Allin told members that there seems to be a problem with MDC funding with the Christmas Lights in that they are now saying new legislation requires extra sockets to be supplied which will add to the cost, members agreed that the Christmas Lights are important to the community and Cllr. A. Wetton is to find out more information and report to the next meeting.
7593. MEDEN VALLEY MAKING PLACES
A report was handed to each member, Phase 7 of the demolition of the Royal
Estate would commence soon. Cllr. J. Kerr asked that the Clerk find out when
King Street is scheduled to be demolished and bring it to the next meeting.
Cllr. J. Allin reported on the recent launch of the footpath, cycleways and
woodland area at Warsop Vale which has totally transformed the old pit site.

Cllr. A. Wetton wished to thank the Friends of The Carrs for all their hard

7595. ANNUAL RETURN AND AUDIT FOR YEAR ENDING 31ST MARCH 06
The annual return was unanimously approved.
7596. STATEMENT OF ASSURANCE
The Clerk read out the statements of assurance and each one was unanimously
approved.
7597. WARSOP VALE WAR MEMORIAL
Cllr. J. Allin reported that the Royal British Legion had been trying for
years to get Mansfield District Council to add two names to the memorial to
no avail and have turned to the Parish Council for help. It was approved that
a letter be sent to Ruth Marlow, Managing Director at MDC insisting that this
be done immediately.
7598. NOTTS. COUNTY COUNCIL
Cllr. J. Allin reported that the High Street improvements were well underway,
most of the kerb stones are in place and paving should start soon.
7599. MANSFIELD DISTRICT COUNCIL
It was agreed that a letter regarding the dangerous situation with the skatepark
be sent to Ruth Marlow, MDC insisting that the repairs be carried out immediately
before someone gets hurt. Cllr. R. Morton reported that the next MDC meeting
is 31st May.
7600. DATE OF THE NEXT MEETING
Monday 19th June 2006
