MINUTES of the Parish Council meeting held on Monday 21st March, 2005 in
the Council Chamber, Town Hall, Market Warsop at 18.40 hours after the Annual
Parish meeting.
Present: Cllrs. J. Allin, Chairman, A. Wetton, (Mansfield District Councillor),
M. Kavanagh, B. Smith (Nottinghamshire County Council), R. Morton (Mansfield
District Councillor), S. Shields (Mansfield District Councillor).
Chad Reporter, Members of the Public and Neighbourhood Wardens.
Apologies for Absence: Cllrs. J. Kerr Vice-Chairman, D. Avison, D. Priest,
V. Jennings, P. Crawford and L. Graham. Apologies noted and accepted.
7320. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST
The Chairman drew the attention of Members to the requirement for them to
declare any personal or prejudicial interests related to agenda items.

7321. MINUTES OF PARISH COUNCIL MEETING
Minutes for the meeting Monday 21st February, 2005 were accepted as a true
record with the alteration of the dates of the bank balances to 21 Feb 05
- minute number 7313
The Chairman closed the meeting for public participation. He introduced Mansfield District Councillor June Stendall, Select Commission 1, who gave a short talk on the problems of on street parking in Meden Vale. A public meeting has been organised on 31st March at the Three Lions to discuss the situation.
A member of the public asked what is to happen with the shop on Church Street next to the Health Centre.

7322. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
The Chairman thanked Cllr. Stendall for attending and reported that the shop
on Church Street will be the new pharmacy to the new health centre and that
plans were available for inspection at the meeting or in the Clerk's Office
7323. CRIME AND DISORDER
The Neighbourhood Wardens gave their report which included patrolling with
the Police on Hammerwater, Drive, reporting motorbike nuisance, reporting
underage drinking on Carr Lane and the success of the big clean up of the
Bainbridge area.
7324. PLANNING APPLICATIONS

Concerns were raised about access from the development on Netherfield Lane
and also for the proposed development on Carr Lane (planning application not
yet received). Cllr. A Wetton suggested that Allan Whitelaw, Head of Planning,
Mansfield District Council be invited to the next meeting to give a presentation
on planning policies particular to the Warsop area. It was agreed that the
Clerk invite him.
7325. WELBECK COLLIERY
Each member had received a copy of the press release issued by UK Coal stating
that they had deceided to suspend the phased closure of Welbeck due to new
shift patterns. Cllr. B. Smith commented that whilst some may not agree with
the new working regime, it is good that the Welbeck will remain open.
7326. WARSOP CARNIVAL
Cllr. A. Wetton gave a report of his 18 years as Chairman of the Carnival
Committee and had decided to resign along with other long standing committee
members. He welcomed the new committee and wished them every success for Carnival
Day on Sunday 3rd July. Warsop Parish Council has confirmed their financial
commitment to them and Mansfield District Council have also confirmed their
support. The Chairman wished them all the best from the Parish Council. Cllr.
S. Shields called for a vote of thanks for all the hard work that Cllr. Wetton
has put in to make Warsop Carnival the success that is has been.
7327. MEDEN VALLEY MAKING PLACES
Each member had been handed an update on the progress of the demolition of
properties on the Royal Estate.
7328. WARSOP NMT - The clerk read out a report of the projects they have supported including work on Meden School Sports Complex, financial assistance to the renovation of the BMX track, funding to Spirit of Archery, providing Warsop Football Club with a considerable amount of training equipment, enabled Infotech to purchase equipment and Town Centre improvements to paving and library car park pedestrian safe access. They are also working on new projects including re-establishing regular swimming lessons at the Meden Sports Centre for children in the community, enabling the Wardens to have some enforcement powers. Providing a FREE fun event for all at the Meden School on the 11th April, working with Mansfield District Council to establish ways to regenerate the area and working with numerous agencies to establish a needs based education provision.
7329. WARSOP AND DISTRICT NEWS
The Clerk told members that she had been approached by Meden School to provide
a work placement for one week for a media studies student, health and safety
checks have been made and the Insurance cover checked, it was unanimously
agreed to accept the placement.
7330. MEDEN VALE 2000
a. Minutes were circulated to all members for information only.
b. Letter requesting donation - Cllr. S. Shields explained that the group
would either like the Parish Council to sponsor a flower basket or make a
donation. Cllr. B. Smith suggested they ask for the one they would they prefer
and apply under section 137, Cllr. S. Shields to find out what they would
prefer.
7331. CORRESPONDENCE
a. Letter from CAB - copy sent out to each member.
The Clerk read out the main points and reported that she had a meeting with
The Town Hall Centre Manager who was displeased as the CAB contract is with
Notts County Council, they should have approached her first as they are already
provided with use of computers. The Clerk had already replied to the letter
explaining that the Parish Council did not have the budget to provide 2 computers
for their sole use with internet access and pointed out that they will receive
a donation of £700 towards the provision of this service in Warsop.
The Bureau Manager, Mr. Simon Jones telephoned the clerk to ask that the letter
be presented to the Parish Council as without these 2 computers he would have
to consider pulling the CAB services out of Warsop. Cllr. Wetton commented
that he did not like the threatening nature of the letter, Cllr. Smith said
that it was arrogant and that Notts County Council subsidise this service
and he should have written to them. The Chairman said that is was nothing
less than blackmail.
b. Complaint letter - no name or address - copy sent out to each member
This letter was rejected as it cannot be replied to. The Clerk reported that
she had put a note in the April edition of the Warsop and District News explaining
that anyone writing to the Parish Council must supply a name and address.
c. Letter from Meden Vale resident - copy sent to each member
The Chairman read out the letter which praised the construction of the new
path to Meden Vale and thanked Cllr. Smith for taking it forward under Notts
County Council's BBC initiative. The Chairman commented that it is always
nice to received letters praising our actions. The Carrs car park has also
been completed under the same scheme and more projects are being looked at.
d. Thank note from Mrs. Elsie Stubbins - to be read out
The Clerk read out this very nice letter thanking the Parish Council for her
letter of achievement to Warsop Parish.
e. WRVS - request for funding - copy sent to each member
As they do not operate in the Parish funding cannot be provided.

7333. TRANSFER OF LICENCES
The Clerk reported that the license will be transferred for The Hare and Hounds.
7334. SECTION 137
a. request for £250 from Women in Focus - AGREED TO PAY - V0178
b. request for £100 from Cancer Support Warsop - The Chairman thought
that this is a very worthy asset for Warsop and asked that he donate his allowance
of £250 to them - AGREED TO PAY - V0179
7335. INTERNAL AUDITOR
The Chairman asked to appoint, Barry Woodcock as internal auditor it was unanimously
agreed to appoint him for to audit for this financial year ending 31st March
2005
7336. NOTTS. COUNTY COUNCIL
Cllr. Smith gave his report and included projects that have been put to the
BBC - Burns Lane bus lay-by and new footway, Bottoms, Meden Vale extend chicanes,
Eastlands School improve footpaths to school and Bainbridge Road improvements
to street lighting.
Other groups had also made bids to the scheme.
7337. MANSFIELD DISTRICT COUNCIL
Cllr. A. Wetton reported that we had not been given an opportunity to include
an explanation of our precept in with the Council Tax bills. Mansfield District
Council offered us space in the leaflet last year but this year we were not
asking. Cllr. Smith suggested that we make our request now to be included
every year. The Chairman asked that the District Councillors take back about
the Carrs that the tree still needs removing from the river, the grass needs
reseeding and the wall has been knocked down again.
7338. WAR MEMORIAL/REMEMBRANCE SUNDAY
The Chairman said a meeting would be arranged after Easter.
