MINUTES of the Parish Council meeting held on Monday 20th June, 2005 in the
Council Chamber, Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. J. Kerr (Chairman), P. Crawford (Vice-Chairman), J. Allin
Nottinghamshire County Councillor), A. Wetton, (Mansfield District Councillor),
S. Shields (Mansfield District Councillor), D. Avison, B. Smith, D. Priest,
V. Jennings, L. Graham and M. Kavanagh.
Chad reporter and members of the public.
Apologies for Absence: Cllr.R. Morton (Mansfield District Councillor) and
Neighbourhood Wardens. Apologies noted and accepted.
7384. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST
The Chairman drew the attention of Members to the requirement for them to
declare any personal or prejudicial interests related to agenda items.

7385. MINUTES OF PARISH COUNCIL MEETING
Minutes for the Annual Parish Council meeting Monday 16th May, 2005 were accepted
as a true record.
The Chairman spoke briefly about the Parish Meeting called by Mr. D. Howd
and 6 electors and commented that it was good to see so many people turn out
to vote to retain the Local Nature Reserve on the Carrs, it was an overwhelming
majority and he wished to thank everyone who came. Cllr. S. Shields confirmed
that Local Nature Reserve Status had been approved.
PUBLIC PARTICIPATION
The Chairman closed the meeting.
Points raised by members of the public were:
1. The Parish Meeting - A representative of Friends of the Carrs wished to
thank the Parish Council for their support and The Clerk for all her hard
work. The launch for the three LNR's will be on the Carrs on Wednesday 20th
July at 1pm
2. Robin Hood Avenue - Trees overgrown and blocking light into homes from
the railway banking.
3. Highway Safety - A couple of incidents have been reported regarding the
danger of turning right into the cemetery off the A60 with cars overtaking
and speeding.
4. Carnival - Stuart Moody announced that the programme will be available
tomorrow, this year it has been designed by the schools and printed by Meden
School.
He formally invited the Chairman and all the members of the Parish Council
and thanked them for their support.
THE MEETING WAS RECONVENED
The Chairman asked members for their comments on the points raised in Public
Participation.
1. The Chairman opened by thanking Friends of the Carrs for their comments
and assured them of the Parish Council's continued support.
2. Cllr. J. Allin reported that the trees had been cut about 6 years ago but
the job had not been completed. The responsibility lies with Railtrak and
asked that the Clerk write to request the trees are cut.
3. Cllr. J. Allin suggested that double white lines from Bishop's Walk to
the cemetery maybe a solution and as he is scheduled to meet with Highways
NCC this along with other highway safety issues in the Parish are to be addressed.
Discussions took place and Cllr. P. Crawford reported that a meeting had taken
place early in the year with Gordon Albery, Highways Manager, NCC but nothing
has been done. The Clerk to write for a report on any developments and Cllr.
J. Allin to report back after his meeting.
4. Cllr. B. Smith wished the new committee all the best.
7386. APPOINTMENT OF REPRESENTATIVES
The list was amended by the members and approved.
7387. CRIME AND DISORDER
In the absence of the Neighbourhood Wardens the Clerk read out their report.
Some members reported that the Police Station had been closed again when it
should be open. Discussion took place and Cllr. P. Crawford asked that the
Clerk invite the new Inspector to the next Parish Council to address the issue
of Warsop Police Station and the number of Officers for the Parish. The Clerk
to action.
The Chairman reported that himself and the Clerk had recently attended a seminar
given by the SLCC featuring Clean Neighbourhoods and Environment Act 2005
which will directly impact on Parish Councils. He suggested that it be put
on the agenda for the next meeting.
7388. PLANNING APPLICATIONS
a. 13 Cupar Close, Church Warsop - side extension
b. The Old Dairy, Warsop Vale - retention of static caravan
c. Netherfield Lane Infants School - extension & alterations
d. Crates & Grapes - alterations to ground floor
e. Royal Estate - further demolition 42 properties
d. Cllr. A. Wetton commented that work had stopped awaiting Conservation Officer
planning permission. No other comments were made.
Cllr. A. Wetton wished to comment on the Surestart building as it is almost
finished and is a lovely building, Cllr. J. Allin said the official opening
is on 9th July. Cllr. M. Kavanagh said that the interior will be finished
and they will be open for business on Monday 27th June. Cllr. S. Shields commented
that without the Parish Council it wouldn't have happened.
7389. WARSOP CARNIVAL - Cllr. A. Wetton hoped that the Chad reporter would
give the Carnival a mention in his report.
7390. MEDEN SWIMMING BATHS
A lengthy discussion took place. Cllr. B. Smith referred to the Area Assembly
minutes. Cllr. A. Wetton reported that District Council are looking at a long
term wet facility in the area but not necessarily in Warsop, as the Meden
Baths are in such a state a new build is the only solution. He proposed that
the Parish Council petition District Council to retain a wet facility in Warsop,
Cllr. D. Avison seconded the motion and it was carried unanimously. Cllr.
A. Wetton asked that a questionnaire appear in the W&DN September edition
- the wording to be discussed at the next meeting. He also suggested that
a letter to Leisure Management, Mansfield District Council asking for a quotation
for a new build and look for either a private developer or a funding source.

7391. DERELICT BUILDING AT SIDE OF TOWN HALL
Cllr. J. Allin reported that the County Council are still waiting for written
confirmation from District Council to take this building out of the lease
and hand it over to the Parish. Cllr. B. Smith could not understand why it
is taking so long and suggested a letter to David Kirkham NCC with a copy
to John Carter asking for a meeting to get things moving. Once we are in possession
of the building there are lots of grants the Parish Council can apply for.
7392. MEDEN VALLEY MAKING PLACES
Planning permission has been submitted for the demolition of 42 properties
on the Royal Estate.
7393. WARSOP NMT
The Clerk read out the main points of a report for the W&DN
7394. WARSOP AND DISTRICT NEWS
The Clerk reported that the July edition is underway, there will be no August
edition, the next edition will be September. Quotations are being received
for the design and print of the paper as the 2 year existing contracts have
come to an end. This is to be discussed at a Finance and General Purposes
Working Party once all quotations have been received. She also reported that
she will be moving offices on Monday 27th June when the telephone line has
been moved and is looking at new furniture.

7396. WARSOP AREA ASSEMBLY - Minutes were circulated to all members for information.
7397. WPRA/TOWN CENTRE GROUP - Minutes were circulated to all members for information.

7399. CORRESPONDENCE
a. Church Warsop Doorstep Green - all members received a copy of a report
on the project which has finally started. The report also thanked the Parish
Council for their support and any members who would like a site visit the
Clerk can arrange it. Cllrs. J. Kerr and S. Shields would like a visit as
they felt they could offer advice with their involvement in the Meden Vale
Community Garden.
b. D.A.R.E. - The Clerk read out a thank you letter for the £500 donation
c. Meden Vale 2000 - The Clerk read out a thank you letter for the £350
donation
d. Age Concern - An information sheet had been received detailing an advice
service available to do with the changes in payments of pensions and benefits.
Cllr. J. Allin said this service was available at Mansfield.
7400. BT
All members had received a letter stating that 2 phone kiosks are to be removed
one on Sherwood Street, Warsop and the other on Netherfield Lane, Meden Vale.
And a change to the one in Spion Kop to a cashless kiosk. With many people
now owning mobile phones, phone kiosks are no longer profitable. There were
no objections.
7401. NOTTS. COUNTY COUNCIL
Cllr. J. Allin reported that after his operation he had just started to attend
County Hall and has started to arrange meetings, he will attend a BBC event
at Boughton Pumping along with Cllr. J. Kerr and The Clerk. He reported that
the footpaths on Woodland Grove are to be repaired and under BBC, provision
of a bus bay and new footway on Burns Lane and improvements to street lighting
in the Bainbridge Road area. He also added that he had met with John Mann
MP regarding speed humps and alternative measures are being looked at on Sherwood
Street.
7402. MANSFIELD DISTRICT COUNCIL
Cllr. A. Wetton commented in the Local Development Framework and suggested
that invitation to Alan Whitelaw for him to give another presentation at a
future council meeting with specific information for the Parish. Cllr. S.
Shields reported that the District were looking into the problems of on street
parking in both the Meden and Birklands wards to see what can be done about
this ever increasing issue.
7403. BASSETLAW/BOLSOVER DISTRICT COUNCILS
A copy of the Local Development Framework has been distributed to all Parish
Councils outside of their districts.
7404. ANNUAL RETURN AND AUDIT FOR YEAR ENDING 31ST MARCH 05
Hacker Young require the annual return to be completed by 1st August, the
Clerk and the Vice-Chairman have a meeting tomorrow to go through the books
and arrive at a balance figure and will advise the internal auditor Barry
Woodcock come in to complete the annual return. A notice has been placed in
the notice box advertising the dates when electors can inspect the accounts.
