MINUTES of the Annual Parish Council meeting held on Monday 16th May, 2005 in the Council Chamber, Town Hall, Market Warsop at 18.30 hours.
Before opening the meeting, Cllr. J. Kerr wished to pass on regards, on behalf
of the Parish Council, to Cllr. J. Allin for a speedy recovery and asked the
Clerk to send him a get well card. He also congratulated him on his new post
as Nottinghamshire County Councillor.
Present: Cllrs. J. Kerr (Chairman), P. Crawford (Vice-Chairman) A. Wetton,
(Mansfield District Councillor), R. Morton (Mansfield District Councillor),
D. Priest, V. Jennings M. Kavanagh.

7358. ELECTION OF CHAIRMAN
Cllr. A. Wetton proposed Cllr. J. Kerr, R. Morton seconded the motion and
it was carried unanimously.

7359. ELECTION OF VICE-CHAIRMAN
Cllr. A. Wetton proposed Cllr. P. Crawford, R. Morton seconded the motion
and it was carried unanimously.

7360. DECLARATION OF ACCEPTANCE OF OFFICE
Signed and witnessed.
7361. CHAIRMAN'S ALLOWANCE
The Chairman's allowance of £250.00 was set as agreed in the budget
- to be donated to a charity of his choice.
7362. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST
The Chairman drew the attention of Members to the requirement for them to
declare any personal or prejudicial interests related to agenda items.

7363. FINANCE & GENERAL PURPOSES WORKING PARTY
a. Members - Same except Cllr. V. Jennings would like to be taken off, Cllr.
M. Kavanagh said she would like to take the place if the meetings could be
held on a Friday afternoon, the Clerk replied that it would not be a problem.
b. Minutes of last meeting were circulated to members for information.
The Chairman commented that it had been the recommendation of the F&GP
Party not to pay a donation to Childline but to pay a section 137 payment
of £100 to Meden Vale 2000 for their Meden Vale in Bloom entry. All
members agreed.
7364. APPOINTMENT OF REPRESENTATIVES
The list was amended by the members present but may need further adjustments
after consultation with those members not present at this meeting. To be presented
again at the next meeting.
7365. MINUTES OF PARISH COUNCIL MEETING
Minutes for the meeting Monday 18th April, 2005 were accepted as a true record.
PUBLIC PARTICIPATION
The Chairman closed the meeting.
Points raised by members of the public were:
1. Any truth in the rumour that Meden Sports Centre is to close.
2. Would the Parish Council call a meeting regarding the Nature Reserve on
the Carrs. Discussions took place with other members of the public and members
of the council.
3. Regarding the Nature Reserve one member of the public commented that the
public consultation had been done and out of 221 replies only 21 objections
were raised.
4. Would Meden Valley Making Places be approaching Eastwoods for some of their
land.
THE MEETING WAS RECONVENED
The Chairman asked members for their comments on the points raised in Public
Participation.
1. Cllr. A. Wetton said that as far as he is aware it is just a rumour no
plans have
been submitted but Mayor Eggington will be at Area Assembly on Wednesday
evening to discuss the possibility of a new sports facility. He urged people
to
attend this meeting as the Carrs Nature Reserve is also on the agenda.
2. The Chairman announced that he would not call a meeting as the Parish
Council had already been consulted and had agreed to the plans, the
consultations had been carried out correctly and that everyone had had an
opportunity to have their say. Cllr. A. Wetton also commented that the Friends
of the Carrs had done a lot of hard work to enhance the area and deserved
recognition for the improvements they have made so far.
3. Already been answered.
4. The Parish Council are not aware of any plans at the moment, Cllr. A. Wetton
declared an interest as his family also own quite a lot of land in this area
but
was not aware of Eastwoods being approached.
7344. PLANNING APPLICATIONS

No comments were made.
7367. CRIME AND DISORDER
The Neighbourhood Wardens gave their report stating that they are still dealing
with motorcycle nuisance and wished to be excused from the meeting as they
had just received a call about a motorcycle on the Carrs.
7368. CORRESPONDENCE
a. Copy of a letter from Stuart Whittle to Mayor Eggington.
Each member had received a copy of this letter and a copy of a reply from
Richard Goad, Returning Officer, MDC but as the letters are not directly addressed
to the Parish Council the matters contained therein could not be discussed.
7369. 3 PARISHES WALKS
The Chairman started by saying it was a very good turn out on a sunny Sunday
morning then handed over to the Clerk who reported 83 walkers with large sums
of money being raised for community groups. Raynet ran the communications
with their usual efficiency, the volunteers were very well organised and everyone
had a lovely day. The refreshments at the Parish Centre were provided by the
Parish Council and at Warsop Vale by Malcolm Sargison Centre. The Parish Council
also donated £10 to each organisation that walked, which everyone was
most grateful for.
7370. WARSOP CARNIVAL
The Clerk reported that plans were coming along with most things now in place
and was receiving minutes from their meetings she pointed out the average
age of the Carnival Committee is 23 years of age and commented that it was
good to see young people getting involved. The Chairman reported that Warsop
Parish Council had now presented the cheque of £5,000 to the committee.
7371. WARSOP AND DISTRICT NEWS
The Clerk reported that the June edition was underway, again with a good balance
of article content and advertisements, she went onto say that discussions
had been started at the F&GP meeting regarding the way forward for the
Warsop News and suggested that the possibility of employing an assistant next
year to make the paper more viable. This would then free up the Clerk's time
to concentrate on Government Legislation and requirements for Quality Status
also allowing more time to attend seminars and training sessions.
7372. MEDEN VALE 2000 - Minutes were circulated to all members for information.
7373. TOWN CENTRE GROUP - Minutes were circulated to all members for information.
7374. WARSOP PARISH REGENERATION AGENCY - Minutes were circulated to all members for information.
7375. MEDEN VALLEY MAKING PLACES
Nothing to report.
7376. WARSOP AREA ASSEMBLY - Next meeting to be held Wednesday 18th May.
7377. BANK BALANCES AND ACCOUNTS FOR PAYMENT
The Clerk informed members that the precept has now cleared the bank.

7378. ANNUAL RETURN AND AUDIT FOR YEAR ENDING 31ST MARCH 05
Hacker Young require the annual return to be completed by 1st August, the
Clerk will advise the internal auditor Barry Woodcock.
7379. NOTTS. COUNTY COUNCIL
In the absence of Notts County Councillor, J. Allin, Cllr. A. Wetton wished
to thank Cllr. B. Smith for all his work during his time as County Councillor
and all the best for his retirement. All members agreed that he has put a
lot of hard work and supported lots of projects in the Parish.
7380. MANSFIELD DISTRICT COUNCIL
Cllr. R. Morton reported that it is the AGM tomorrow.
7381. REMEMBRANCE SUNDAY 2005
The Chairman reported that himself and the Clerk had a very positive meeting
with Rev. Kathryn Herrod, Mark Cantrill and the secretary of the Royal British
Legion, Alan Priest. Alan has already arranged a new sound system, booked
a marching band for the next 5 years, booked Meden School band to play at
the Cenotaph and a bugler to play the last post. The only problem now was
a permanent power supply, the Chairman had been in touch with MDC and they
are to come and give a quote for the work.
7382. AQA QUALIFICATION
The Clerk reported that she had now passed and received her AQA Certificate
in Local Council Administration accreditation proving competence in the role
of parish/town clerk. The Chairman congratulated her on behalf of the Council.
