MINUTES of the Parish Council meeting held on Monday 20th September, 2004 in the Council Chamber, Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. J. Allin Chairman, J. Kerr Vice-Chairman, R. Morton (Mansfield District Councillor) S. Shields (Mansfield District Councillor), Cllr. B. Smith (Nottinghamshire County Council), V. Jennings, P. Crawford, M. Kavanagh, L. Graham and D. Priest.

Apologies for Absence: Cllrs: D. Avison (family commitments) & A. Wetton,
(Mansfield District Councillor) (on holiday).
7212. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST
The Chairman drew the attention of Members to the requirement for them to
declare any personal or prejudicial Interests related to Agenda items.

7213. MINUTES OF PARISH COUNCIL MEETING
The minutes of the Parish Council meeting held on Monday 19th July, 2004,
were accepted as a true record and were duly signed by the Chairman.
The Chairman closed the meeting to allow an open session for Public Participation

7214. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
The Chairman asked the Clerk to note the points raised during this session
and arrange a site meeting with the Portfolio Holder for Mansfield District
Council to look into the unkempt state of the cemetery and the collection
of moss on Rectory Road.
7215. CRIME AND DISORDER
Elijah Porte MacIntyre, Neighbourhood Warden gave a report on the wardens
progress so far and that there had been a big clean up on the Royal Estate
with Meden Valley Making Places and Mansfield District Council, taking away
all the rubbish from the back gardens and all the blue and green wheelie bins
from empty properties.
7216. PLANNING APPLICATIONS
a. Land adjacent to 52 Church St, Warsop - Bungalow & garage
b. Lloyds TSB - New shop front and installation of ATM machines
c. 29 & 29a Church Street, Warsop - Conservation consent for demolition
d. 12 Forest Road, Warsop - Conservatory
e. 88 Hamilton Drive, Warsop - Detached garage

g. 35/37 High St, Warsop - Change of use
h. Land at Wood Lane, Church Warsop - Landscaping and footpath
i. Meden School - Double mobile unit (full plans available for inspection)
j. Nettleworth Manor - Proposed extension and renovation of outbuildings
It was noted that the planning application for Hadida House, Warsop Vale had
gone to appeal and Mansfield District Council will inform us of the outcome
in due course.
No comments were made regarding any of the above.
7217. CORRESPONDENCE
a. Letter from Ann E. Guthridge.
Cllr. Brian Smith reported that he had put in a bid to the NottsCC, BBC initiative
regarding the additional footpath along Eastlands Lane, Coggins Lane and Netherfield
Lane and it had been successful, and has advised Ann of this.
b. Letter from Reverend Kathryn Herrod, The Clerk read a letter asking for
funding towards refurbishment of the Tudor Barn and fencing around it. Cllr.
L. Graham offered to help find funding for this project and asked the Clerk
to get Kathryn to get in touch with her direct.
7218. WARSOP NMT - Cllr. B. Smith wished to record a vote of thanks to Cllr. J. Allin for all his hard work as Chairman on the Neighbourhood Management Team.
7219. WARSOP AND DISTRICT NEWS
Clerk reported that the October edition has been put together and is with
the design team Pen-it Graphics, again the revenue would cover costs and the
article content was very good. The Chairman thanked Tania for all her continued
hard work on the paper.
7220. MEDEN VALE 2000 - Minutes were circulated to all members for information only.
7221. TOWN CENTRE GROUP - Minutes were circulated to all members for information only.
7222. WARSOP PARISH REGENERATION AGENCY - Minutes were
circulated to all members for information only.
7223. AREA ASSEMBLY - Minutes were circulated to all members for information only.

7226. SIX MONTH BUDGET REVIEW
The Clerk presented the six month budget review, handing each member a copy.
Although monies are tight because of the low precept, there is enough money
to pay the accounts for the next six months and still a small amount of section
137 grants available.
7227. COMPLAINTS PROCEDURE
Cllr. B. Smith proposed that the Complaints Procedure be adopted, Cllr. R.
Morton seconded the motion and it was carried unanimously. This procedure
is now in place.
7228. STANDING ORDERS
Cllr. B. Smith proposed that the Standing Orders be adopted, Cllr. R. Morton
seconded the motion and it was carried unanimously. These Standing Orders
are now in place.
a. Financial Regulations - The Clerk handed each member a copy and it was
agreed to adopt them with any alterations at the next meeting.
7229. TRANSPORT GRANT
Cllr. M. Kavanagh reported that the application had sent in and she was waiting
to hear if it has been granted, she also reported that Notts CC had given
a grant of £20,000 towards a new mini-bus.
7230. GRANTS - The Clerk reported that there were various funding sources that could be applied for by the Parish Council for community projects. The Notts CC Building Better Communities Initiative, Cllr. B. Smith spoke of various projects and Cllr. J. Kerr asked to speak to Cllr. B. Smith about a project he has in mind. The People's Places Award Scheme provides grants up to £10,000, UK Coal provide grants of up to £500 and the Heritage Lottery Fund Grant from £500 upwards. She asked members and the public if they know of any community groups in need of funding, she has all the details.
7231. NOTTS. COUNTY COUNCIL
Cllr. B. Smith reported that Notts. County Council has been awarded a Good
Council Status through their Culture and Community Department but were now
waiting to hear if they have been awarded an Excellent Council Status. They
have put a lot into delivering services to the public to achieve this status.
7232. MANSFIELD DISTRICT COUNCIL
Cllr. R. Morton reported that Mansfield District Council are now going to
include a Public Participation open session as part of their meetings in future.
The Chairman asked the District Councillors if they could investigate a report
of Spion Kop not having a road sweeper for 18 months.
7233. WAR MEMORIAL
A site meeting has been arranged for tomorrow at 1.30pm with Tim Downes, Parks
Officer at Mansfield District Council, representatives of the Royal British
Legion and any members of Warsop Parish Council, the Clerk will be present.
7234. ITEMS FOR THE NEXT AGENDA
a. Financial Regulations to be adopted.
The Clerk is to be informed of any items 7 days prior to the next meeting.
