MINUTES of the Parish Council meeting held on Monday 19th July, 2004 in the Council Chamber, Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. J. Allin Chairman, J. Kerr Vice-Chairman, A. Wetton, (Mansfield District Councillor), R. Morton (Mansfield District Councillor) S. Shields (Mansfield District Councillor), Cllr. B. Smith (Nottinghamshire County Council) and D. Priest.
Nicki from WHAM, Kelly Scott, Housing MDC and Chad reporter.
No members of the public were present.
Apologies for Absence: Cllrs: D. Avison, V. Jennings, P. Crawford, M. Kavanagh.
and L. Kingdon, reasons for absence were accepted.

The Chairman drew the attention of Members to the requirement for them to

7188. MINUTES OF PARISH COUNCIL MEETING
The minutes of the Parish Council meeting held on Monday 21st June 2004, were
accepted as a true record and were duly signed by the Chairman.
The Chairman closed the meeting to allow an open session for Nicki from WHAM
to give a video presentation and answer questions from Members.

7189. WARSOP AREA HOUSING
Kelly Scott from Housing at Mansfield District Council gave a report on the
letting policy for the Choice Based Letting Scheme for Move Ahead and answered
questions from Councillors.
7190. MEDEN VALE SURGERY
The Clerk read out an e-mail from Jackie Jones, Practice Manager at Meden
Vale Surgery in which she laid our their plans to make the surgery more efficient
but are still looking to appoint another GP so that patients do not have to
keep travelling between surgeries at Warsop and Meden Vale.
7191. CARNIVAL
The Chairman read out a thank you letter from Heather Henshaw, Mansfield District
Council. Cllr. A. Wetton reported that the Carnival Mega Sports Day on Carr
Lane on Saturday 3rd July and the full Carnival day on Sunday 4th July were
a huge success. He thanked the Parish Council for their support.
7192. PLANNING APPLICATIONS
The Planning Committee had no comments to make.
7193. CRIME AND DISORDER
The Wardens gave a report on their progress so far and that they are now extending
their area.
7194. WARSOP NMT - Nothing to report
7195. WARSOP AND DISTRICT NEWS
The Clerk had received positive comments from the advertisers and the readers
for publishing an August edition instead of September. She told Members that
Bob Moody who has been writing the Wildlife notes for many years had suddenly
died and will be sadly missed, this month she has written a memorial for him
and a couple of Bob's friends would like to take over the article.
7196. MEDEN VALE 2000 - Minutes were circulated to all members for information only and no comments were made.
7197. TOWN CENTRE GROUP - Minutes were circulated to all members for information
only. The Chairman told members that the new signs for Warsop will hopefully
be in place during August.
7198. WARSOP PARISH REGENERATION AGENCY - Minutes were
circulated to all members for information only and a comment was made that
the WPRA will need to acquire funding to continue.
7199. AREA ASSEMBLY - No minutes had been received.

The Chairman relayed information received from Derek Hart, Hartwood Communications that after updating the Clerk's PC he recommended that a new flat screen monitor be installed as the existing monitor had various faults and was coming to the end of its life. It was agreed unanimously that the Clerk go ahead and purchase a new monitor.

7201. Section 1 - The Statement of Accounts was approved.

7204. COMPLAINTS PROCEDURE
The Clerk presented a complaints procedure based on NALC's Code of Practice
for Local Councils in Handling Complaints July 2003 and asked that the Parish
Council adopt this procedure at the next meeting. The Chairman asked Members
to inform the Clerk of any amendments before the next meeting.
7205. STANDING ORDERS
The Clerk presented a draft copy of Standing Orders and asked the Parish Council
to adopt them at the next meeting. The Chairman asked that members inform
the Clerk of any amendments prior to the next meeting.
7206. NOTTS. COUNTY COUNCIL
Cllr. B. Smith gave a report and information on various projects in the Parish
to be looked at by the County Council's initiative "Building Better Communities".
7207. MANSFIELD DISTRICT COUNCIL
A letter regarding grounds maintenance in the Parish had been received and
a copy was given to each member.
7208. WAR MEMORIAL
A letter was circulated regarding the poor state of the Cenotaph sent from
the Royal British Legion to Mansfield District Council, it was suggested that
the Clerk pursue this matter again. It is hoped that the BBC fund will incorporate
the hardstanding in front of the Cenotaph when works start on the new Car
Park on the Carrs.

Minutes were circulated to all members for information only.

The Clerk is to be informed of any items 7 days prior to the next meeting.
