MINUTES of the Parish Council meeting held on Monday 17th May, 2004 in the Council Chamber, Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. A. Wetton, Chairman (also Mansfield District Councillor), D. Priest, V. Jennings, J. Kerr, P. Crawford, D. Avison, R. Morton (Mansfield District Councillor) and M. Kavanagh.

7136. ELECTION OF CHAIRMAN
Cllr. D. Avison proposed Cllr. J. Allin, R. Morton seconded the motion and
it was carried unanimously.
RESOLVED: Cllr J. Allin - Chairman
In view of Cllr. Allin's absence it was agreed that Cllr. A. Wetton chair
the meeting.
7137. ELECTION OF VICE-CHAIRMAN
Cllr. R. Morton proposed Cllr. J. Kerr, M. Kavanagh seconded the motion and
it was carried unanimously.
RESOLVED: Cllr J. Kerr - Vice-Chairman
7138. DECLARATIONS BY MEMBERS OF PERSONAL (P) AND PREDJUDICIAL (PR) INTEREST
The Chairman drew the attention of Members to the requirement for them to
declare any Pecuniary or Non-Pecuniary Interests related to Agenda items.

7139. MINUTES OF PARISH COUNCIL MEETING
The minutes of the Parish Council meeting held on Monday 19th April, 2004,
were accepted as a true record.
7140. MATTERS ARISING OUT OF MINUTES
7116. 1. Cllr. P. Crawford asked how the meeting went with John Mann MP.
Cllr. A. Wetton reported that it was a fruitful meeting attended by himself,
4 residents, a valuer and a representative of Meden Valley Making Places (MVMP).
7141. PUBLIC PARTICIPATION
1. Regarding the meeting with John Mann MP, a member of the public asked why
the meeting had been changed, originally it was a public meeting.
2. Concerns were raised regarding the confusion of the crossing areas in the
town centre
and a request was made for a lay-by outside the Chemist and the flats on Church
Street.
3. A member of the public reported that motorists are still trying to drive
through the car park whilst the market is in progress and suggested temporary
barriers be put in place.
At this point the Chairman introduced Mark Smith, Chairman of Spirit of Sherwood
Archery Club who gave a short talk about his group.

7142. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
1. Cllr. A. Wetton replied that when the meeting was first arranged MVMP were
unable to attend, so the meeting was cancelled. Nearer the time MVMP were
able to attend but it was too late to invite the public.
2. The confusion regarding the crossing areas has already been raised and
modifications have been suggested and are being looked into. Lay-bys where
suggested would be a good idea but the highways budget for this year will
have already been set by Notts.C.C. but suggested a meeting with Cllr. B.
Smith.
3. Cllr. A. Wetton agreed that barriers would help the situation and will
take this matter forward.
7143. APPOINTMENT OF REPRESENTATIVES 2004/2005
The list for 2003/2004 was amended as follows:
Parish Planning Committee Cllrs. J. Kerr, P. Crawford, M. Kavanagh
Finance Committee Chair, Vice-Chair and Cllrs. A. Wetton, B. Smith,
S. Sheilds and V. Jennings.
All other appointments remain the same - list attached.
7144. PLANNING APPLICATIONS
a. 35/37 High Street, Warsop - Change of use to residential
b. Dodsworth, Cherry Grove, Warsop - Two storey rear extension
c. Warsop Police Station - Disabled access ramp to front
d. 13 Hamilton Drive, Warsop - single storey front extension
Comments were made regarding a. An application has already been turned down
for a shop on High Street to change use to residential.
7145. CRIME AND DISORDER
Discussion took place regarding the Police Top 10 crimes in the Parish and
it was agreed that the following be presented to Insp Dave Shardlow:-
Youth anti-social behaviour, litter, drugs, burglary, alcohol abuse, fly tipping,
car theft, vandalism, illegal parking and two-wheeled vehicles riding around
at night with no lights.
Cllr. V. Jennings added that, in light of the street wardens success, the
area be extended and by increasing the amount of Wardens this should help.
7146. SURESTART/SHAPING FUTURES
The building work for Surestart should start again in the next few weeks and
hopefully completed by November. Shaping Futures Day Nursery work is almost
complete and they will be opening in June.
7147. WARSOP NMT
In the absence of Cllr. J. Allin this item is to be deferred to the next meeting.
7148. WARSOP AREA HOUSING
Cllr. D. Priest reported that the offices are nearly finished and he had had
a meeting with the new manager, Sue Jackson who is trying to get the Meden
Vale housing surgeries started again. Cllr. A. Wetton informed the members
that Kelly Scott, Mansfield District Council Housing Officer, will attend
the next meeting to talk about their letting policy.
7149. 3 PARISHES WALK
The Chairman opened the walks and held a minute silence in memory of Charlie
Barlow who will be remembered for all his hard work with the walks and providing
the communications with RAYNET. The Clerk added that 109 people walked which
was an increase from last year and everyone had an enjoyable day. Cllr. V.
Jennings asked for a vote of thanks to Tania Barlow for all her hard work
with the organisation of the walks and suggested some of the routes be looked
at to see if road walking could be avoided.
7150. CARNIVAL
Cllr. A. Wetton reported that this year's Carnival will span two days starting
with 'WARSOP'S MEGA SPORTS DAY' on Saturday 3rd July on Carr Lane with Skateboard
Heaven on the Skate Park. Mini-soccer and a full size football tournament
running into early evening with a BMX regional meet. The bowls tournament
planned will now have to take place at Church Warsop due to the green on Carr
Lane being vandalised. On Sunday 4th July the Carnival Parade will start earlier
that usual because of the amount of things planned, the Royal Artillery are
the main attraction with their Flying Gunners Motorcyle Display Team and The
Black Knights Parachute Display Team who will make 2 drops, they will also
provide static displays, a tethered hot air balloon and a climbing wall. There
will be a Shire Horse display, Falconry displays and a Judo display together
will the usual flower show, classic car show, music stage, fairground rides
and stalls. He thanked Warsop Parish Council for their continued support.
The old bowls cup was presented and it was agreed that it be cleaned, re-named
and donated for the bowls tournament.
7151. WARSOP AND DISTRICT NEWS
Clerk reported that the May edition had a surplus in advertising revenue of
£250 which would go towards the months with a shortfall, she also told
members that her work load has increased with the continued success of the
paper and wished to look towards employing an assistant in the future. For
the time being, a volunteer worker may be a possibility which Cllr. M. Kavanagh
gave information about to The Clerk. Peter Crawford proposed that further
enquiries be made for a volunteer worker, Cllr. R. Morton seconded and the
motion was carried unanimously.
7152. MEDEN VALE 2000 - due to holidays there had been no meeting this month.
7153. TOWN CENTRE GROUP
Minutes were circulated to all members. The Clerk asked the Parish Council
if they would like to advertise in the new Town Centre Information Guide at
a cost of £50, there will be 50,000 guides printed, some will be handed
out at the Carnival, circulated with the Warsop & District News and supplies
will be left in various tourist locations in Nottinghamshire. Cllr. P. Crawford
proposed the motion, Cllr. V. Jennings seconded and it was carried unanimously.
7154. WARSOP PARISH REGENERATION AGENCY
No minutes received. Cllr. A. Wetton suggested a letter be sent to the outgoing
Chairman, Tony Sissons, thanking him for all his hard work and his previous
work with the Parish Council.
7155. BANK ACCOUNTS
The Clerk explained there had been serious problems with the Co-operative
Bank and the Finance & General Purposes Working Party had recommended
that the account be closed, all monies transferred to the Lloyds/TSB Bank
and signatory mandates updated. Cllr. P. Crawford proposed the motion, Cllr.
V. Jennings seconded and it was carried unanimously.

7157. ANNUAL RETURN AND AUDIT year ending 31st March 2004
The Clerk advised that the internal auditor, Sue Ford had been working with
her to complete the annual return by 30th June. As the Parish Council had
a turnover figure of over £100,000.00 this year, an intermediate audit
would be required. Cllr. P. Crawford asked if in the Statement of Accounts
there could be an itemised list of section 137 payments. A notice has been
posted in the Town Hall notice box for electors to view the accounts by appointment
with The Clerk.
7158. NOTTS. COUNTY COUNCIL
In Cllr. B. Smith's absence this item is to be deferred to the next meeting.
7159. MANSFIELD DISTRICT COUNCIL
All members received a copy of an e-mail from Joanna Favill, Mansfield District
Council regarding the new railings for Wood Street and concerns with the clash
of Britain in Bloom judging day with and the railings being erected. Cllr.
P. Crawford proposed that The Clerk liaise with Cllr. B. Smith. Cllr. V. Jennings
amended the proposal to propose that the railings be erected regardless, Cllr.
D. Avison seconded the motion, 6 members were for the amended proposal and
2 were against.
RESOLVED: Mansfield District Council be instructed to carry out the work as
soon as possible.
Cllr. D. Priest had presented a letter detailing a problem with a main water
pipe burst and the length of time this had been left. Cllr. A. Wetton to pursue
the matter.
Cllr. A. Wetton read out a letter regarding a heavily pregnant lady having
had a fall on Woodland Grove due to raised paving and said he would pass the
letter to Mansfield District Council's Claims Department
Cllr. V. Jennings reported on the waste disposal tip at Hermitage Lane, Mansfield
regarding turning people away who called on a regular basis and he was concerned
that this would lead to more fly tipping. Discussions took place regarding
this matter.
