MINUTES of the Parish Council meeting held on Monday 15th September, 2003 in the Council Chamber, Town Hall, Market Warsop at 18.30 hours.

The Chairman drew the attention of Members to the requirement for them to

6954. MINUTES OF PARISH
COUNCIL MEETING
The minutes of the Parish Council meeting held on Monday 21st July were accepted
as a true record.
6955. MATTERS ARISING
OUT OF MINUTES
After the minutes had been accepted, Cllr. B. Smith suggested that at future
meetings Matters Arising Out Of Minutes would be the next agenda item after
Minutes Of Parish Council, all members agreed.
6934 Planning applications
e. Crates and Grapes, High Street, Warsop - Dwarf wall and railings - Cllr.
V. Jennings asked if any more information had been received. Cllr. S. Shields
reported that permission had been granted with conditions, the wall had to
be in keeping with the building and would be around the boundary line.
6936 Matters arising out of minutes
Cllr. R. Morton asked if enquiries had been made regarding who owns the land
at the side of Meden Vale Surgery. Cllr. B. Smith replied that this could
not be answered as Cllr. A Wetton was to report back on this matter but unfortunately
could not be present at the meeting.
6949 Notts. County Council
a. School Governor vacancies: - Cllr. M. Kavanagh agreed to take the vacancy
at Church Vale Primary School.
6950. Mansfield District Council
Cllr. D. Priest reported that he had arranged for the removal of the tyres
on Perlethorpe Avenue.
6956. PUBLIC PARTICIPATION
No members of the public were present, the meeting was not adjourned.
6957. PLANNING APPLICATIONS

Cllr. V. Jennings raised
concerns about the extra traffic which would be created by the erection of
an extra 20 houses c. Land off Manor Road, Church Warsop. Cllr. B. Smith suggested
that the Clerk ask for more information and detailed plans.
6958. TRANSFER OF LICENSE APPLICATION
The Chairman read out the application and no objections were raised.
6959. MATTERS ARISING
OUT OF PUBLIC PARTICIPATION
Cllr. B. Smith proposed that as the 3 months trial period had now expired,
Public Participation should revert to the previous format in order that the
trial period results could be reviewed, all members agreed.
6960. WARSOP PARISH COUNCIL
SITE
As Cllrs. A. Wetton and J. Allin were not present an update was not available
but the Clerk did report that contracts had now been exchanged.
6961. WOOD STREET
Cllr. B. Smith reported that since the realignment of the road it would not
be necessary to remove any BT lines therefore the original cost of £177,000
to open Wood Street one way, has been reduced to £72,000. The NMT have
put aside £55,000 for this project and Cllr. B. Smith thought it could
now move forward and the rest of the monies could be obtained from other sources.
He also commented that if Pizza Stop would relocate and the other buildings
could be knocked down with funding from the SPV this would provide a wider
footpath and a better look to Wood Street, negotiation are still in progress.
6962. CAR PARK REAR OF TALBOT
Cllr. V. Jennings reported that complaints had been raised about the Market
being in the wrong place and suggested it be moved to the car park rear of
Age Concern to make it more visible to passing traffic on the A60. Cllr. B.
Smith reported that at the last Area Assembly meeting car booters could come
onto the market every other week. Discussion continued about the Market and
Cllr. B. Smith assured members that every effort was being made to make the
market better. Cllr. L. Kingdon added that if it didn't improve there would
be no market after Christmas.
6963. CAR PARK REAR OF
AGE CONCERN
The Clerk reported that she had received complaints regarding the new hump
being too high, Cllr. B. Smith said that it is no higher than the speed ramps.
Concerns were raised that now the restrictors had been taken out motorists
are turning into the car park off the A60, there is only one no entry sign,
better signage could help.
6964. WARSOP AND DISTRICT
NEWS
The Clerk reported that the new look September edition had been a success
and had received positive comments from the readers and the advertisers. The
new design team, Pen-It and the printers, Mortons produced a much better paper
and at a much better cost, the paper now has every chance of standing on its
own and with such good quality adverts it should generate its own business.
6965. VOTE OF THANKS
The Chairman called for a vote of thanks to Tania for the considerable amount
of work to get the Warsop and District News to the standard it is now. This
was unanimously endorsed by all Members.
6966. CRIME AND DISORDER
Cllrs. D. Priest and R. Morton complained about Warsop Police Station not
being manned when it is supposed to be 10am-2pm. The Chairman suggested a
letter be sent from the Parish Council to David Shardlow.
6967. HIGHWAY MATTERS
Cllr. M. Kavanagh asked if there could be a pedestrian crossing on Laurel
Avenue, Cllr. B. Smith to get in touch with Peter Thom and will report back.
Cllr. L. Kingdon reported that the Town Centre Group are looking at Warsop
to improve signage. Discussions took place about the problems with crossing
in the Town Centre, Cllr L. Kingdon reported that the situation is getting
better but will put a feature in the next edition of the Warsop & District
News. The Clerk asked if this could be a regular feature updating Parishioners
on what projects the Town Centre Group are involved with.

Minutes were circulated to all members and no comments were made.

Minutes were circulated to all members and no comments were made.

Minutes were circulated to all members and no comments were made.
6971. NALC & ASSOCIATED BODIES
Information sheets were circulated to all member and no comments were made.
6972. CORRESPONDENCE
a. Police letter from Inspector David Shardlow - copy sent out to members.
Discussions took place and all members agreed that the figures were more realistic
than originally given and there is still a lot to be done to improve the present
situation.
b. Letter received from Mr.& Mrs. Wright - copy sent out to members.
It was agreed that a reply from the Parish Council be sent informing Mr. &
Mrs. Wright that we will be pursuing the matter further.
c. WPRA - thank you letter for supporting them for funding
d. Warsop Allotment & Leisure Gardeners Association - thank you letter
for the cheque of £250.00
6973. REVISED SECTION
137 APPLICATION FORM
The draft had been posted out to all members and The Chairman asked that members
bring any comments back to the next meeting and if there are no comments then
this new form would replace the old one. An explanation sheet of section 137
payments had also been handed out. Cllr. L. Kingdon asked if a group must
constituted to apply, The Clerk replied that after reading the Section 137,
Government Act 1972 the Parish Council take each application on its own merit
and provided that the expenditure is for the direct benefit of its area, or
part of its area or all or some of its inhabitants and that proof can be provided
for the expenditure, a non-constituted group would be considered. Cllr. B.
Smith added that any individuals wanting funding for their own projects they
could apply to Warsop United Charities who are always willing to help.
6974. SECTION 137 APPLICATIONS

It was agreed to pay £3,000.00 from the Community Regeneration Fund.
