MINUTES of the Parish Council meeting held on Monday 15th March, 2004 in the Council Chamber, Town Hall, Market Warsop at 18.30 hours.

7087. MINUTES OF PARISH
COUNCIL MEETING
The minutes of the Parish Council meeting held on Monday 23rd February 2004,
were accepted as a true record.

The Chairman read out a report from the Wardens
7090. PUBLIC PARTICIPATION
Lyn Clarke thanked the Parish Council for their support and for arranging
a meeting of the sub-committee with Meden Valley Making Places, himself, Erica
and Richard from WT Parker. The most important thing to push forward now is
that the 20% affordable housing be built first and urged Parish Council to
make this stipulation to Mansfield District Council Planning.
Discussion followed and it was decided that the Parish Council continue with
their support of the residents and arrange meetings with MVMP to keep updated.

OUT OF PUBLIC PARTICIPATION

7092. SURESTART
Jude Burgess gave a report on the progress of Surestart and an update on the
building situation, she confirmed that Hallamshire Construction has gone bankrupt
and they were seeking new contractors which they hoped to get in place in
approximately 2 weeks time she envisaged that project would be approximately
6 weeks behind schedule. She offered her apologies for Warsop Parish Council's
name not being put on the list of contributors board but thanked them for
all their support and would ensure that Warsop Parish Council were involved
at every stage in the future. Karen from Unite gave a report of the arts projects
being suggested to be put in place for the Surestart building, involving the
local schools and asked if the Parish Council would like something commemorate
their involvement in the building. The members agreed and Cllr. J. Allin asked
if Warsop Parish Council could officially open the building. The Chairman
thanked Jude and Karen.
7093. ROYAL ESTATE
Already covered in Public Participation.
7094. WOOD STREET
Warsop Parish Council working in Partnership with Notts County Council, Mansfield
District Council/SPV and the NMT have seen this project now almost complete.
Brian Smith was acknowledged for all his hard work and commitment for this
project. The official opening will take place on Friday 26th March at 11am
by The Chairman, Andy Wetton it is hoped John Mann, supporter of this project,
will also attend. All supporters of this project have been invited together
with the local press. The Clerk asked for £200 petty cash to provide
refreshments afterwards in the Council Chamber. V0086

7096. CORRESPONDENCE
a. Carol Hill - Re:Warsop Web - The Chairman read out the letter asking for
financial help to support the website. All members agreed that Carol Hill
had put in a lot of work, volunteering her time to keeping the website updated
and agreed to pay £300 towards the development. It was also suggested
that a meeting with Carol be arranged to discuss the future of the website
and how the Parish Council can help.
b. Infotech - Letter of support - The Chairman read out the letter asking
for a letter of support for more funding to develop the group, this was agreed
and again it was suggested a meeting be arranged to discuss the future of
Infotech and how the Parish Council can help.
7097. 3 PARISHES WALK
The Clerk reported that a medal had been chosen and ordered from Glascraft
and posters had been printed and distributed around the Parish and sent to
local groups.
7098. WARSOP AND DISTRICT
NEWS
The Clerk reported an increase in advertising revenue for the next edition
and has secured 5 new 10 month contracts, as the paper develops she is now
looking at the possibility of adding an extra 4 pages. Cllr. B. Smith asked
if a meeting should be arranged with the F&GP committee and Tania to discuss
her work load as it seems to be increasing rapidly, perhaps an assistant may
be needed. The Clerk replied that she had thought of using the Telecentre
to diversify her work load, this would help to keep employment within the
Telecentre.
7099. CARNIVAL
The Chairman reported that arrangements were still well in hand.
7100. POLICE MOTORCYCLE
Cllrs. V. Jennings and D. Priest spoke about the Warsop Police Motorcycle
and asked for the support of the Parish Council with funding as they had done
in the past. The matter was discussed and the Chairman suggested a meeting
be arranged with Insp Shardlow to discuss this matter further or for him to
make a presentation or present a written report to the next meeting.
7101. MEDEN VALE 2000
Minutes were circulated to all members and no comments were made.
7102. AREA ASSEMBLY
Minutes were not available again, the Chairman suggested the Clerk write and
ask why we are not receiving them. He gave a brief report of the last meeting
he attended and told members that the Area Assemblies are to be changed.
7103. TOWN CENTRE GROUP
Minutes were circulated to all members. Cllr. J. Allin reported that the new
signage for Warsop will be in place before the end of this month and The Chairman
added that the two new benches outside Kwik-Save to replace the old ones will
also be put in place before the end of the month. Cllr. B. Smith reported
that the road markings for the pedestrian crossing outside the Talbot are
scheduled to be re-painted soon.
7104. WARSOP PARISH REGENERATION

attend their AGM.

7106. SECTION 137 APPLICATION
Spirit of Sherwood Archery Club request for £250 to be referred to next
F&GP meeting to be held in April.
7107. NOTTS. COUNTY COUNCIL
Cllr. B. Smith pointed out an article in the Planning and Property Briefing
leaflet detailing funding available under the Building Better Communities
project. He has made 3 bids: -
Meden Vale shrub beds - clear the bigger one and retain the smaller ones with
replanting.
School Travel Plan - A bus lay-by at Meden School. 2 new bus shelters in Meden
Vale, move the ones from Church Warsop that are no longer used. He also intends
to bid for the Car Park on the Carrs to be renewed and hopes to relay progress
at the next meeting. He told members about the Citizen's Day to be held at
County Hall on 20th March - a surgery for the young to talk to Councillors
about what they want.
7108. MANSFIELD DISTRICT
COUNCIL
The Chairman reported that Mansfield District had announced their budget increase
at 2.8%. Cllr. V. Jennings asked why Mansfield Market was to close 2 days
per week, The Chairman will make enquiries.
7109. EXTERNAL AUDIT FOR
YEAR ENDING 31st MARCH 2003
The annual return has now been completed by Hacker Young and will be made
available to the public, a notice will be posted in the Parish Council notice
board.
